Subject:

Request for changes in the OSTR organizational structure as detailed in Section 6.1 of the OSTR Technical Specifications, and report of personnel changes as required by Section 6.7.c.3 of the Technical Specifications Oregon State University would like to request changes to the current OSTR organizational structure as shown in Section 6.1 of the Technical Specifications. The newly proposed organization has been reviewed and specifically approved by OSU's Vice President for Finance and Administration, by me in my position as Radiation Center Director, and by the OSTR Reactor Operations Committee.

The proposed changes to Section 6.1 are shown in the revised organization chdrt included as Attachment A.

This attachment also represents a proposed revision to page 30 of the existing OSTR Technical Specifications.

The main changes to the existing organizational diagram involve eliminating the position of Radiation Center Assistant Director for Radiation Protection and Regulatory Affairs and changing the title of Assistant Reactor Administrator to Reactor Administrator. An additional minor change involves a title change for the Vice President position shown on the diagram, which will now be titled Vice President for Finance and Administration.

The basis for the current change is directly related to personnel changes within the existing organization and the addition of new staff.

The new organization will improve our administrative controls, will allow our program to maximize the technical capabilities and talents of our current staff, and will streamline our overall organization so as to improve communications, operational efficiency, and safety.

The functions of the former Assistant Director position have been assumed by the Radiation Center Director and the Health Physics staff. Additional personnel in the health physics area will make this reassignment of duties possible and will result in a more effective program from the standpoint of radiation protection.

Our evaluation of the described changes resulted in a conclusion that_there are no unfavorable safety implications' associated with.the

-implementation of the changes, and that no unreviewed safety questions as defined in 10.CFR 50.59(a)(2) will be introduced.

To the contrary,

.we concluded that safety and. operational efficiency at the OSTR will be enhanced by the new organizational structure. The routine daily operation of the reactor and.the health physics program will not'be significantly changed by this organizational' modification, and we will retain a reasonable administrative separation of these two functions so as to ensure a necessary degree of independence and objectivity in keeping with the NRC's ALARA concepts. As-a result of these conclusions and the beneficial impact on our program, we respectfully request your favorable consideration of our proposed changes, i

In addition to the above changes in the OSTR organization, we would like to identify changes.in facility personnel as required by Section 6.7.c.3 of the OSTR Technical Specifications. Attachment B to this letter lists positions specified on the new organization chart and the individuals currently filling these positions.
