Date: 09/05/2006 12:39 PM To Whom it May Concern, ull-ý My name is Kimon Kotos. I live in Muskegon Michigan. I am the Democratic Congressional candidate in the 2nd District in western Michigan. I am writing to express my support for the position submitted by N.I.R.S. I have attended meetings related to the renewal of the license for the facility near South Haven, known as Palisades. I have communicated my concerns to the people who have opposed the license renewal. These concerns include issues of public health safety, risks associated with cancer and exposure to releases that may or may not be reported. The integrity of the containment vessel and storage protection are also issues that I am not completely satisfied with. The age of the facility and it's lifespan are also important. While I understand that some issues are not considered germane, I am concerned that other questions were not asked. I did inquire on my own time with people who have worked in mamagement and inspection about their perspective and whether they had confidence in the structure and the integrity of the facility. I received some assurance, but also some uncertainty. While I understand the need in the region and the business investment involved, I am ultimately on the side of the consumer and their protection. There are many advances in the production of renewable energy, particularly in west Michigan. Please consider these factors before you decide. In conclusion, I recommend that yoiu choose to not renew the license extension. The issue of the sale of the facility and how it is financed and the impact on rates for the local consumers is troubling. I urge that you move to consider how the facility provide for their termination and safe disposal or transfer of materils upon conclusion of the current license agreement.

Thank you for your consideration and the extent of your time to review this matter, Kimon Kotos
