Javier noted this recent offsite REMP result appears to conflict with how the offsite release was characterized in several newspaper articles at that time of the 11/21/09 containment airborne issue.

- according to a TMI official ,"... no radioactivity was measurable off-site."

- according to the NRC, "No radioactivity left the site .......

We discussed these articles w/ the TMI Plant Manager (Dougherty). He said they will consider this info in their discussion regarding what (if any) additional outreach efforts will be made.

TMI REMP sample confirmed low level effluent release from 11/21/09 issue John, Ron:

Yesterday, TMI received radiological effluent monitoring program (REMP) results from their contractor for weekly sample periods in November 2009. The results for the period 11/18-11/24/09 (6 days) identified elevated Co-58, Co-60, Nb-95, and Zr-95 isotopes at a sample location 1.4 miles SE of TMI. TMI initial evaluation determined the maximum dose consequence for this 6-day period was 0.0212 mRem to the teen lung. TMI staff believes this is consistent with their earlier site boundary dose assessment (0.06 mRem to teen lung at site boundary). TMI determined the dose consequence is well below the regulatory limt specified (ODCM) for submitting a special report.

Communications:

TMI notified NRC: SRI, DRP BC (Bellamy), and left message for Ron Nimitz.

TMI notified PEMA BRP (Janati, Lewis).

PEMA BRP (Allard) send a list of follow-up questions to TMI. TMI will be responding soon.

TMI is currently evaluating whether additional outreach (i.e., local officials) is appropriate.

NRC Follow-up:

SRI discussed REMP info an associated dose assignment with TMI REMP manager. SRI reviewed ODCM and verified release limit not exceeded.

Request DRS (Nimitz) review data on next inspection opportunity, as follow-up to 11/21/09 containment airborne contamination and release issue.
