Dear Mr. Van Noordenen and Ms. Pell:

Thank you for working with the Pennsylvania Historical Museum Commission (PHMC) on EnergySolutions plans associated with the decommissioning of Three Mile Island. As you know, both the activities of the State Historic Preservation Office, which oversees the Section 106 process, and the State Museum of Pennsylvania fall under the purview of PHMC.

I greatly appreciate the work you have done with our curators at the State Museum to coordinate on the plan to salvage and transfer of the TMI-2 control room. We are eager to ensure that this vital piece of Pennsylvania history - also significant to the nation - is preserved. The State Museum would be an excellent place to tell this important story.

As you have discussed with PA SHPO staff, salvage and transfer of artifacts could be a potential option for mitigation of the adverse effect under Section 106. That said, conversations with the State Museum regarding salvage and transfer should not be misconstrued as meeting the requirements of Section 106.

As you are aware, the Section 106 process for the project has not yet advanced beyond initiation of consultation. This process still requires further documentation regarding the identification of historic properties, documentation of invitation of additional consulting parties beyond the SHPO and assessment of effect. When the 106 process is advanced, invited consulting parties may propose other mitigation ideas that will need to be considered alongside or in addition to salvage and transfer.

In order to coordinate the activities of the SHPO and the State Museum, it would be helpful to move forward with the Section 106 process, continuing with consultation with the PA SHPO and invited consulting parties. We are more than happy to help you if you need additional clarification regarding next steps.

In the meantime, understanding that an mitigation measures have not yet been defined, our curators at the State Museum can work with you to begin to develop the scope related to the possible transfer of the control room. That will allow both EnergySolutions and PHMC to develop a greater understanding of what that work would entail.
