I understand that a meeting has been called by the NRC for 8th. Feb.

1979 in Houston for the purpose of discussing with the Houston Lighting and Power Company ,the applicant for the Allen Creek Nuclee.r Power plant project (Docket no. 50-466) the r atter of alternativa sites for a Nuclear Plant Electrical Generating Plant.

I subitt as both the Pouston Audubon Society and I did at the Public Hearing in r: arch 1975 and have since resubmitted, that the meeting and its subject natter at this time is of itself prins facia. .

evidence of the deficiences of the Environmental Inpact Statement and Supplement to the REIS relating to this prcject. Further it is submitted that the deficiences disclosed by the occurence and subject matter of this meeting and other deficiences demonstrate,that t'he obligations and legal requirements of HEPA and subsequent court rulings and the guide lines of the CEQ have not been met.

I submit that this above referrenced meeting and subject matter give further standing to my allegation as to the inadequacies of the FEIS and Supplement (Audust 1973) relating to the Allens Creek Project as submitted by me as intervenor in the ongoing hearings.

This discussion implies that 'new matter', material to the case has developed since the hearing of f.tarch 1975 and thus makes the 4

consideration of the proposed plants site a proper matter for considerati aJt in the current hearings constraints, self imposed by the NRC and the Applicant.
