MIN!I VAll1Y POWER PfnIECI"S RESPONSE 'IO PROKew PREHEARIE CONFERENCE SOIEDULE Miami Valley Power Project (MVPP) respectively suggests that the prehearing conference schedule reflects impatience rather than sound judgenent.

MVPP subnits that two full days be allocated for the site inspection for the following reasons:

-Nuclear Power Stations are too large and canplex to be properly inspected in half a day.

-Mr. James Keppler, Midwest Regional Director ,

of the Nuclear Regulatory Carmission, adnitted on February 9, 1979, while in Cincinnati, that his staff had inspected less than 5 percent of the Zinmer Station.

-Despite this incouplete inspection, many construction inadequacies have surfaced. 2 3 )ll Anong the areas mentioned are: cable trays; control rods; electrical equipnent; pipe ,

supports. .

-As Mr. IsaTiYin, an inspector for the hTC's Chicago office said about the pipe support systan: "The job is very screwed up. This is a catmon pmblan, but Zinmer seans to be the worst case." (Cincinnati Post, February 15, 1979).

-Further examination might uncover additional threats to citizen health and safety.

Accordingly, MVPP and its representatives insist on inspecting the cable spreading roan, the cable trays, the entire route of the cables, the spent fuel pool, the reactor, the containnent stmeture, the pipe support systen, the control rods, all pipes and piping, and all electrical /

electronic equipnent.

-At least two full days will be needed for a canprehensive and meaningful inspection of the above mentioned areas. .

Futher,MVPP subnits that said inspection should be held on two successive Saturdays so that anployed persons need not be inconvenienced.

Additionally, MVPP respectively suggests that the Cannission consider limited appearance statanents more seriously and not "pennit such statenents at the hearing to only a limited extent." All persons who wish to make such statanents should be allowed to do so. Further, limited appearance statenents should be heard in the evenings, 7:00 p.m.-10:00 p.m,

so that working people may participate. There should be one evening of limited appearance statenents in each of the affected areas:

Moscow, Da) ton, Cincinnati, and Colunbus. Suggested hours for the prehearing conference are 1:00 p.m.-9:00 p.m.
