-(FPL) submits herewith a request to amend Facility Operating Licenses DPR-67 and NPF-16.

The proposed amendments would upgrade portions of the St. Lucie Unit 1 Technical Specifications, Sections 3.0 and 4.0-Applicability Requirements of Limiting Conditions for Operation and, Surveillance Requirements, to read as the Combustion Engineering Standard Technical Specifications. Also, the amendments would incorporate modifications to Sections 3.0 and 4.0 of the St. Lucie Unit 1 and St. Lucie Unit 2 Technical Specifications made by Generic Letter 87-09, "Sections 3.0 and 4.0 of the Standard Technical Specifications on the Applicability of Limiting Conditions for Operation and Surveillance Requirements."

Marked up copies of the affected Technical Specification pages for St. Lucie Unit 1 are included as Attachment 1. Marked up copies of the affected pages for St. Lucie 2 are included as Attachment 2. A discussion of the proposed amendments is included as Attachment 3. A "Determination of No Significant Hazards Consideration" is provided as Attachment 4. The proposed amendments have been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board.
