In accordance with 10 CFR 50.30, Florida Power & Light Company submits three signed originals and forty copies of a request to amend 'erewith Appendix A of Facility Operating Licenses DPR-31 and DPR-41.

1 This proposal is submitted to revise Technical Specifications related to facility f'ire protection modifications described in the Safety Evaluation to the Commission's letter of March 21, 1979, which issued Amendment No. 45 to Facility Operating Licenses No. DPR-31 and Amendment No. 37 to Facililty Operating License No. DPR-41 'dditionally, this proposal incorporates specific requirements of 10 CFR 50-48 and 10 CFR 50, Appendix R.

The proposed amendment is decribed below and shown on the accompanying Technical Specification pages bearing the date of this letter in the lower right hand corner.

DPR-31 Pa e 4 Paragraphs 1 and 2 of License Condition III.G have been .deleted. The requirements are now included via 1,0 CFR 50.48 and 1 0 CFR 50, Appendix R.

DPR-41 Pa e 5 Paragraphs 1 & 2 of License Condition III.F have been deleted'he requirements are now included via 10 CFR 50.48 and 10 CFR 50, Appendix R.

Pa es 3.14-1 throu h 3.14-4 Specification 3.14 is revised throughout to incorporate Limiting Conditions of Operation and/or associated Action statements which reflect existing commitments and modifications not previously covered by Technical Specifications- Where applicable, the wording, is changed to be consistent with Standard Technical Specifications for Westinghouse Pressurized Water Reactors, NUREG-0452.

Where applicable, the wording is changed to conform to NUREG-0452-

~Pa a 6-5 Specification 6.2.2.f is revised to reflect the 10 CFR 50, Appendi~ R requirement for a 'five (5) member Fire Brigade. Wording is changed to conform to NUREG-0452.

~Pa a 6-6 Specification 6.4.2 is changed to conform to NUREG-0452.

The Basis is changed to reflect changes to Specification 3.14- Where applicable, the wording is changed to conform to NUREG-0452.

It is also requested .that the effective date for the fire door portion of specif ication 3.14.5.a be af ter May 4, 1981 ~ This is the approved modification completion date.

In accordance with your letter of March 21, 1979 this Amendment request is exempt f rom an Amendment f ee.
