violation.ThePhiladelphia-basedcompanyusedamoisture-densitygaugeattheBallyMeadedevelopmentonDelawareStateRoute92in Claymont,Del.,onJune25.Followingthatwork,Ambricsentthe gaugetoitsmanufacturerformaintenance.OnJuly10,the manufacturernotifiedAmbricthatthegauge'scesium-137source wasmissing.Thatsameday,anNRCinspectorwenttothesiteto reviewtheincidentand,onJuly11,theNRCissueda confirmatoryactionletterconfirmingAmbric'sagreementto restrictaccesstotheareawherethesourcewasbelievedtohave beenlost,tosurveythearea,andtoattempttorecoverthelost source.Thesourcewasfoundburiedunderabouttwofeetofdirt atthejobsiteonJuly14.BasedontheinformationdevelopedduringtheinspectionandatasubsequentpredecisionalenforcementconferenceintheNRC regionaloffice,theNRCstaffhasdeterminedoneviolationof NRCrequirementsoccurred.ThestaffhascitedAmbricfor failingtocontrolandmaintainconstantsurveillanceoflicensed materialthatwasinanunrestrictedareaandnotinstorage.Inalettertothecompany,NRCRegionIAdministratorHubertJ.Millersaid,"TheNRCisalsoconcernedthatthis particulargaugewasnotinspectedbythemanufacturerpriorto thelossofthesource.....Aninspectionoftherod/sourceweld mayhavedetectedacrackbeforethesourceactuallybrokeoffin June1997."TheNRCstaffdidnotfinethecompanybecauseitscorrectiveactionswerepromptandcomprehensive.Thoseactions includedtrainingallgaugeoperatorstorecognizethesymptoms ofadetachedsourceandobtainingasurveymetertoverifythatasourcehasnotbecomedetachedfromthegauge'ssourcerod.

Moisturedensitygaugesuseradioactivematerialtomeasurethe moistureinsoilsusedforroadandbuildingfoundations.Thecompanyhas30daystorespondtothenoticeof violation.
