percent.)ThedecisiontoholdapredecisionalenforcementconferencedoesnotmeanthattheNRChasdeterminedthataviolationhas occurredorthatenforcementactionwillbetaken.Rather,the purposeistodiscussapparentviolations,theircausesand safetysignificance;toprovidethelicenseeanopportunityto pointoutanyerrorsthatmayhavebeenmadeintheNRC inspectionreport;andtoenablethelicenseetooutlineits proposedcorrectiveactions.Nodecisionontheapparentviolationswillbemadeatthisconference.ThosedecisionswillbemadebyseniorNRCofficials atalatertime.
