1 INTRODUCTION Technical Specification 6.9.1.9 for the Waterford SES Unit 3 requires Entergy Operations Inc. to perform surveys and analyses of major industries in the vicinity of the plant which have significant inventories of hazardous chemicals on site to determine the impact on safety and submit the results to the NRC at least every four years. Technical Specification 6.9.1.10 for the Waterford SES Unit 3 requires Entergy Operations, Inc. to perform "a survey of major pipelines (greater than four inches in diameter) within a 2-mile radius of Waterford 3, which contain explosive or flammable materials and may represent a hazard to Waterford 3, including scaled engineering drawings or maps which indicate the pipeline locations," and to submit the results to the NRC at least once every four years. The present report is a discussion of the 2008 surveys and screening analyses.2 PIPELINE SURVEY The initial source of information on pipelines in the Waterford 3 vicinity was the report on the 2004 pipeline survey [Ref. 2]. That report listed thirteen (13) pipeline operators in this area. Each of these companies was contacted by telephone and questioned about their pipelines that lay within the affected area. A number of these companies were no longer under the same name or ownership as those listed in the earlier report. Discussions With the representatives of these companies also led to the identification of other pipeline companies in this area, as did searches on the World Wide Web; specifically the National Pipeline Mapping System[https://www.npms.

Pub].2.1 Pipeline Operating Companies The 2008 survey identified 12 companies that operate pipelines in the vicinity of Waterford
- 3. These companies are listed in Table 1. Each of these operating companies was contacted by telephone.
Follow-up contacts involved communication by email, telephone, and the U.S. Postal Service. In most cases, the respondents were sent copies of tables and maps showing the existing information about their respective pipelines in the Waterford 3 FSAR [Ref. 1], as well as in the 2004 survey report [Ref. 2], and were asked to verify the information, furnish any needed corrections, and identify any pipelines that were not listed. During informal telephone conversations, these individuals were also asked if they knew of any recently constructed pipelines in this area.The companies that have responded to the survey are discussed in the following sections.
Table 2 provides pipeline information that has changed since the 2004 survey and FSAR update. No changes to the information in the Waterford 3 FSAR [Ref. 1] are required.2.1.2 Air Products and Chemicals, Inc.Air Products and Chemical, Inc. provided slightly revised information regarding the Hydrogen pipeline that runs along the railroad.
The differences include pipeline name, year laid, operating pressure, depth and type of isolation valve. The revised information is provided in Table 2.2.1.3 Bridgeline Holding L.P.Chevron Pipe Line Company informed Alion that Bridgeline Gas Distribution LLC is no longer in existence.
The pipe lines operated by Bridgeline Gas Distribution LLC are now operated by Bridgeline Holding LP.Chevron Pipe Line Company provided revised information regarding the Bridgeline Holding, L.P. pipelines in the vicinity of Waterford
- 3. Chevron initially informed Alion that no changes to the information in the Waterford 3 FSAR [Ref. 1] are, required.

- 3. However, when presented the information provided in the 2004 Survey report [Ref. 2], Gulf South identified a pipeline that was missing from the 2004 survey [Ref. 2]. Pipeline 300-22-4 is shown in Table 2.2.1.8 Hexion Specialty Chemicals Hexion Specialty Chemicals was previously known as Resolution Performance Products.
Hexion was contacted and confirmed that no changes to the information provided in the 2004 Survey report [Ref. 2] have been made. The only change required in the Waterford 3 FSAR [Ref. 1] is the update of the pipeline operator name. This is shown in Table 2.2.1.9 NuStar Pipeline Operating Partnership L.P.NuStar Pipeline was previously known as Kaneb Pipeline Company. NuStar was contacted and confirmed that no changes to the information provided in the 2004 Survey report [Ref. 2] have been made. The only change required in the Waterford 3 FSAR [Ref. 1] is the update of the pipeline operator name. This is shown in Table 2.2.1.10 Shell Pipeline Company LP Shell Pipeline Company provided new information on two pipelines operated in the vicinity of Waterford

The quantities of chemicals stored, processed, or transported and the disposition of these chemicals are presented.

Next, information was obtained from the Office of Emergency Preparedness in St. Charles Parish and the Office of Emergency Operations in St. John the Baptist Parish. The area encompassed by the 5-mile radius lies within the boundaries of these two parishes.
Finally, information was obtained directly from the local industries.
Industrial facilities storing or processing significant quantities of toxic chemicals that lie within the 5-mile radius that were identified in the current Waterford 3 FSAR [Ref. 1], the 2004 survey [Ref. 2], and through local contacts, are listed in Table 4 along with the distance and direction from the plant. The locations of these facilities are shown in Figure 3./Page 8 of 43 There are a number of gasoline stations that lie within the 5-mile radius of Waterford
- 3. These facilities were not identified in the Waterford 3 FSAR [Ref. 1] or the 2004 survey [Ref. 2]. These facilities have underground storage tanks with storage volumes significantly smaller than the large gasoline refineries in the area.Therefore, the risk to control room habitability is considered insignificant relative to the industrial facilities listed in Table 4. Table 6 provides the updated information.
3.1.2.1 Air Liquide America Air Liquide provided updated information from the 2004 survey [Ref. 2]. The largest container of anhydrous ammonia at their Norco facility 4.16 miles away from Waterford 3 was increased from 0.2 tons to 1.8 tons. Their Taft facility 1.14 miles away from Waterford 3 now stores 2.5 tons of anhydrous ammonia rather than the 0.3 tons of chlorodifuormethane.
Anhydrous ammonia has an Immediately Dangerous to Life or Health Concentration (IDLH) of 300 ppm and a molecular weight of 17 [Ref. 4]. In accordance with Reference 4, the Regulatory Guide 1.78 [Ref. 2] screening test is: X = 4.611 x 10-4 Q

They no longer store or process n-Hexane, Tetrahydrofuran, and Toluene. The quantities of hazardous chemicals they do store and/or process were either reduced or remained the same. Therefore the existing screening and/or analysis bounds the current configuration.
3.1.2.3 DuPont The DuPont Pontchartraine Works was not included in previous surveys but the Waterford 3 Emergency Plan identifies this facility as being within the 5-mile radius of the plant. This situation was investigated and it was determined that, while the entrance to the facility on River Road may be within the 5-mile radius, the chemical processing and storage facilities are north east of the entrance and are beyond the 5-mile radius. Survey information was not received from DuPont.3.1.2.4 Enterqy-Louisiana Entergy-Louisiana provided updated information from the 2004 survey [Ref. 2].The largest container of ammonia at the Little Gypsy SES was reduced from 1800 gallons to 1000 gallons and the largest container of hydrogen was reduced from 170 lb. to 0.45 lb. Since the quantities of hazardous materials have been reduced, the existing screening and/or analysis bounds the revised configuration.
At the Waterford 1 & 2 Gas Plant, the largest container of ammonia was reduced from 40,000 lb to 300 gallons and the Hydrazine was eliminated.
Again, since the quantities of hazardous materials have been reduced, the existing screening and/or analysis bounds the revised configuration.
3.1.2.5 Enterprise Products Partners L.L.C.Enterprise Products provided updated information on their Norco Fractionation Plant. Their largest containers of n-Butane and Isobutane were reduced from 950 and 3300 tons to 357.9 and 2464.2 tons respectively.
Since the quantities of these hazardous materials have been reduced, the existing screening and/or analysis bounds the revised configuration.
The largest container of Propane was increased from 245 tons to 321.6 tons and containers of Ethane, 5.2 tons, and Pentane (C5), 1496.7 tons, were added.Ethane was previously screened as a simple asphyxiant and this screening remains valid. IDLH and molecular weight values for Propane and Pentane chemicals are provided in Reference 4, Attachment 7.11 and Reference 5: Propane: IDLH = 2100 ppm [Ref. 5], MW = 44.1 [Ref. 4]Pentane: IDLH = 1500 ppm [Ref. 5], MW = 72.15 [Ref. 4]The facility is 4.4 miles from Waterford 3 so Q = 60 [Ref. 3]Page 11 of 43 Propane: X = 4.611x10-4*60*2100*44.1/2

The largest container of gasoline was increased from 500 gallon to 10,000 gallons. They also have a 15,000 gallon diesel fuel tank. Diesel fuel is not considered hazardous for control room habitability.
IDLH and molecular weight values for gasoline are provided in Reference 4, Attachment 7.11: Gasoline:

3.1.2.11 Praxair Distribution Praxair provided updated information from the 2004 survey [Ref. 2]. Their largest containers of acetylene and ethylene were reduced from 3.3 ton and 30 lb to 2.5 ton and 0.69 lb. Both of these chemicals were previously screened as a simple asphyxiants and this screening remains valid.3.1.2.12 Hexion Specialty Chemicals Hexion provided updated information from the 2004 survey [Ref. 2]. The container of hydrochloric acid purchased from the Shell Oil Company was increased from 665 to ton 1650 ton. This chemical was previously analyzed.

3.1.2.13 Shell Oil Company Motiva reported that the information from the 2004 survey [Ref. 2] for the Shell Chemical Plant East Side remains valid. They no longer own the west side which is now owned and operated by Hexion Specialty Chemicals except for five (5)spherical storage tanks. Three of these tanks have been emptied, blanked, and are no longer used. The contents and storage capacity of the two remaining spheres have not changed since the 2004 survey. The current screening and analysis for the east side remains valid and the hydrochloric acid tank sold to Hexion will be removed from the Shell portion of the table-3.1.2.14 St. Charles Parish Waterworks The St. Charles Parish Water Works reported that the information from the 2004[Ref. 2] survey remains valid. These include three railroads that lie within five miles of the plant, the Mississippi River, and the nearest highway: Louisiana Route 18, also known as River Road. Listings of hazardous materials transported in the Waterford 3 vicinity in 2007 were obtained from the three railroad companies; Kansas City Southern Railway, the Union Pacific Railway, and the Canadian National Railway.The total tonnage of each category of hazardous material transported on the Mississippi River in 2006 between River Mile 123 and 137, the portion of the river that is within the 5-mile zone, was obtained from the U.S. Army Corps of Engineers.
Information on possible shipments of hazardous materials on LA Route 18 was obtained from local industries.
3.2.1 Union Pacific Railroad The Union Pacific Road is the nearest railroad to Waterford
- 3. Union Pacific tracks pass within 724 m of the control room air intake. Entergy was provided updated information from Union Pacific. The information provided was a listing that included all hazardous cargo transported anywhere on the line that runs between Avondale, which is just outside of New Orleans, and Addis, which is a few miles south of Baton Rouge. The report lists the number of shipments of each of 317 commodities in 2007 along with the Standard Transportation Commodity Code, (STCC), product description, and total number of loads shipped. The Union Pacific Railroad information is presented in Table 7.The load count of Hydrogen Chloride was increased from 390 to 401. Hydrogen Chloride was previously analyzed with probabilistic analysis.
This probabilistic analysis will require update for the new shipping frequency.

Through traffic uses the nearby Route 3127.The two roads run parallel to each other in the immediate vicinity of Waterford 3 and are a little more than one mile apart. Therefore, it was assumed that only shipments to or from facilities in the immediate vicinity (i,e., the respondents to the survey) would travel on LA 18. Although two of the nearby facilities, the Dow/Union Carbide Taft/Star complex and Occidental Chemical-Taft-did not have exact information on the routes taken by truck shipments, the personnel at these facilities were of the opinion that trucks would rarely pass Waterford 3 on LA 18. It is likely that there would be less than 10 such shipments per year; these shipments therefore need not be considered, according to the guidance in RG. 1.78 [Ref. 3].The only facility that is on LA 18 and that receives truck shipments that may occasionally pass Waterford 3 is the Entergy Waterford 1&2 Power Plant. These shipments are listed in Table 11 -Louisiana Highway 18 Shipments.
The largest container of ammonia was reduced from 28,000 lbs to 300 gallons and the shipments were reduced from 6 to 3. The existing probabilistic analysis of this shipment remains valid. The largest container of hydrogen was increased from 7,000 scf to 41,000 scf and the shipments of hydrogen were halved from 12 to 6.Page 28 of 43 The assessment of hydrogen as a simple asphyxiant remains valid. Waterford 1&2 no longer uses hydrazine so this information has been removed. The largest container and number of shipments of carbon dioxide remained the same. SUMMARY
OF RESULTS 4.1 Pipeline Survey Summary A survey of companies operating pipelines carrying explosive or flammable materials within a 2-mile radius of Waterford 3 was performed.
100% of the companies surveyed responded and either confirmed that the information described in the Waterford 3 FSAR was valid or provided updated information.
Minor changes included operating company name changes.Significant changes included information from Chevron Pipe Line Company regarding the Bridgeline Holding, L.P. pipelines and the Chevron Midstream Pipelines in the vicinity of Waterford
- 3. Chevron initially informed Alion that no changes to the information in the Waterford 3 FSAR [Ref. 1] are required.However, after an internal audit, they discovered this was not correct. The revised information is provided in Table 2 and Figure 1.Shell Pipeline Company also provided new information on two pipelines operated in the vicinity of Waterford 3 that was not included in the 2004 Survey [Ref. 2]. This, information is shown in Table 2 and Figure 2.4.2 Stationary Facilities A survey and analysis of major industries in 5-mile radius of Waterford 3 which have significant inventories of hazardous chemicals on site was performed.
Of the seventeen (17) industries identified in the survey, sixteen (16) companies surveyed responded and either confirmed that the information described in the Waterford 3 FSAR was valid or provided updated information.
It was determined that the chemical processing and storage facilities of the DuPont Ponchartrain Works were outside the 5-mile radius and the facility was removed from the survey.As with the pipeline survey, minor changes included operating company name changes. Other changes included decommissioned facilities that can be removed from consideration and many eliminated or reduced quantities of hazardous materials.
Page 41 of 43 Thirteen (13) new or increased quantities of hazardous chemicals were identified.
Nine (9) of these screened in accordance with RG 1.89 [Ref. 3] and four (4) require further analysis..
Finally, there are a number of gasoline stations that lie within the 5-mile radius of Waterford
- 3. These facilities were not identified in the Waterford 3 FSAR [Ref. 1] or the 2004 survey [Ref. 2]. These facilities have underground storage tanks with storage volumes significantly smaller than the large gasoline refineries in the area.Therefore, the risk to control room habitability is considered insignificant relative to the industrial facilities listed in Table 4. Gasoline stations located within the 5-mile radius of Waterford 3 are listed in Table 5 for completeness of this survey.4.3 Rail Road Transportation The three (3) rail roads that operate within the 5-mile radius of Waterford 3 were surveyed.
The Union Pacific Railroad, Kansas Southern Railway, and Canadian National Railroad companies all responded to the survey.The survey and screening identified four (4) hazardous chemical shipments that require further analysis.
One of these hazardous chemicals is transported by both the Union Pacific Railroad and the Canadian National Railroad.4.4 Mississippi River Transportation The total tonnage of hazardous material that was transported in 2006 on the portion of the Mississippi River that is within the 5-mile zone was provided by the Army Corps of Engineers.
The information provided in Table 10 includes Commodity ID number, Substance description, total tons shipped in 2006, and the screening disposition.
No additional analyses are required.4.5 Louisiana Highway 18 The only facility that is on LA 18 and that receives truck shipments that may occasionally pass Waterford 3 is the Entergy Waterford 1&2 Power Plant. These shipments are listed in Table 11 -Louisiana Highway 18 Shipments.
The largest container of ammonia was reduced from 28,000 lbs to 300 gallons and the shipments were reduced from 6 to 3. The existing probabilistic analysis of this shipment remains valid. The largest container of hydrogen was increased from 7,000 scf to 41,000 scf and the shipments of hydrogen were halved from 12 to 6.The assessment of hydrogen as a simple asphyxiant remains valid. Waterford 1&2 no longer uses hydrazine so this information has been removed. The largest container and number of shipments of carbon dioxide remained the same.
