Provide specific clarificati on within NEI 04-02 as to the def inition of "power block" and "plant" used in NFPA 805, such that the te rms are applied to Structures, Systems and Components associated with Nuclear Safety Performance Criteria.

NEI 04-02, Section 4.3.1, Fundamental Fire Protection Program and Design Elements Transition Review, Table B-1 us es NFPA 805 chapter 3 as part of the transition review. Specific clarificati on is requested for certain terms and phrases found in NFPA 805.

Circumstances requiring guidance interpretation or new guidance:

Interpretive guidance is needed to clarify the meaning and applic ation of the term "power block" as found in, NFPA-805, Standard for Fire Protection for Light Water Reactor Electric Generating Plants (2001 Edition), Chapter 3, Section 3.3.1.2 Control of Combustibles, Section 3.5 Water Supply, Section 3.6 Standpipes and Hose Stations and Section 3.11.1 Building Separation.

Specifically, the definition of "Power Block" and "Plant

" and how these will be applied when reviewing Chapter 3 transition.

This FAQ provides interpretive guidance to clarify the term "P ower Block" where used in NFPA 805, Chapter 3. NFPA 805, Section 1.6.46 defines Power Block as "Structures that have equipment required for nuclear plant operations." Although not endorsed by Regulatory Guide 1.205, NFPA 805, Section A.1.6.46 further describes the term Power Block as, "Containment, auxili ary building, servic e building, control building, fuel building, r ad waste, water treatment, tu rbine building and intake structure are examples of power block structures."

If appropriate, provide proposed rewording of guidance for inclusion in the next Revision:

As follows; Clarification of NFPA 805 specific sect ions as applied under NEI 04-02, to be included in (New) Appendix K, to NEI 04-02 upon approval of specific clarification (final formatting to be provided by NEI).

Power Block or Plant Where used in Chapter 3, "pow er block" and "plant" refers to structures that have equipment required for nuclear plant operations, such as Containment, auxiliary building, service building, c ontrol building, fuel building, rad waste, water treatment, turbine building, and intake structure, or stru ctures that are identif ied in the facility's current license basis (CLB). Applicable structures will be identified in the 10CFR50.48(c) License Amendment Request.
