NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT L'IHITATIONS-HPMS PERMIT NO.AL0022080-BROMNS FERRY NUCLEAR PLANT D SCri tion of th Dischar e--Discharge Serial No.110-Uni,t 1&2 Office Building Drain effluent to the Diffuser Discharge Structuree A grab sample collected October 28, 1987 at 0845 had an oil and grease (0&G)concentration of 25 mi11igrams per liter (mg/L)>which exceeded the maximum permit limit of 20 mg/L.Cause hnd Period f the N'oncom lienee-The cause of the noncompliance was investigated and is believed to be due to an oil leak on the control bay chiller 1-B.Originally, the cause of the October noncompliance was thought to be due to inadequate flushing of the effluent sampling line.However, a routine grab sample collected November 19 from DSN ll0 had an 0&0 concentration of 46 mg/L exceeding the permit limitation for O&Ge An investigation was immediately initiated to determine the cause of the 0&G noncompliances.
It was determined that an oil leak from the control bay chiller l-B was the cause of both the October and November 0&9 noncompliances.
A sample collected October 21 at 0800, before the excursiong had an O&G concentration of 6 mg/L,-A sample collected fallowing the excursion on October 28 at 1730 had an O&G concentration of<5 mg/Le Therefore>
the maximum period of the October noncompliance was 7.25 days.(Details of the November noncompliance vill be provided with the November discharge monitoring report.)Bte s Taken to Redu e Eliminate and Prevent Recurrence of the Noncom I in~Diechar e-During a routine preventive maintenance activity, an oil leak vaa observed from the control bay chiller 1-B.On October 10 a routine maintenance request was filed to have the oil leak from the control bay chiller 1-B repaired.Following the investigation into the cause of the November O&G noncompliance, an immediate attention maintenance request was filed November 24 to have the oil which had dripped on the floor cleaned up and a drip pan placed under the leak from the chiller,
