Signature of Responsible Official 1665m/9 Date ADEH FORH 26I (8)I/88 ATTACHMENT 2 NONCOMPLIANCE NOTIFICATION Descri tion of Dischar e and Cause of Noncom liance: The discharge covered by this notification is discharge serial number (DSN)Oll, Permit fP AL002280, Treated Domestic Mastewater Effluent to the Tennessee River from the Browns Ferry Nuclear Plant (BFN).The cause of the noncompliance was thought to be due to unseasonably warm weather followed by a sharp cold spell which led to an algae bloom and subsequent die-off in the lagoon system.Such algae bloom/die-off cycles will affect biochemical oxygen demand (BOD)5 sampling results.This was confirmed through discussions with the laboratory analyst who reported a significant algae bloom in the samples during the five day incubation required for the BOD analysis.Period of Nonco liance: The sewage lagoon was sampled on 10/24/90 and BOD 5 results of 29 and 28 mg/l (duplicate sample)were reported.On 11/14/90 the first sample in November was collected which showed a BOD 5 of 46 mg/l which exceeds the permitted limit of 45 mg/1.BFN was notified of the results of this analysis on 11/20/90 and immediately isolated the discharge from the lagoon.The lagoon was reopened on 11/26/90 to allow collection of the second sample for the month of November as required by the permit and again isolated immediately upon completion of sample collection.
The results of the 11/26/90 sample were 25 mg/1.Because of the time interval between samples and the length of the BOD 5 test, the exact duration of noncompliance cannot be determined, however the maximum duration would be 27 days (10/24-11/20).
Ste s Taken to Eliminate the Noncom liance and Prevent Reocurrence:
Discharge from the lagoon was stopped on 11/20/90 and the lagoon remains isolated, The lagoon will remain isolated until weather conditions stabilize the algae populations in the ponds.Non-operational samples will be collected each two weeks to track BOD 5 levels in the pond, and these results will be plotted over time to attempt to identify BOD 5 trends.Identification of a rising trend in BOD 5 results will allow the pond to be isolated before exceedances of the permit limit.occur.Page 1 of 1 0020N
