NRCNEWSU.S.NUCLEARREGULATORYCOMMISSIONOFFICEOFPUBLICAFFAIRS,REGIONI475AllendaleRoadKingofPrussia,PA19406No.I-01-007February20,2001CONTACT:DianeScrenci,(610)337-5330/e-mail:dps@nrc.govNeilA.Sheehan,(610)337-5331/e-mail:nas@nrc.govNRCTODISCUSSAPPARENTVIOLATIONSWITHTOMSRIVER,N.J.,HOSPITALNuclearRegulatoryCommissionstaffwillmeetwithrepresentativesofaTomsRiver,N.J.,hospitalonThursdaytodiscussseveralapparentviolationsofagencyrequirements.Theapparent violationsareassociatedwithimplementationofthehospital'sradiologicalsafetyprogram.CommunityMedicalCenterofficialswilltakepartinthepredecisionalenforcementconferenceat1p.m.attheNRCRegionIoffice,475AllendaleRoad,KingofPrussia,Pa.Themeetingwillbe heldinthePublicMeetingRoomandbeopentothepublic.OnDecember20and21,2000,theNRCconductedaroutineinspectionatCommunityMedicalCenter,locatedat99Route37West.Theinspectioncoveredvariousaspectsofthecenter'snuclear medicineprogramactivities.Italsoexaminedaphosphorous-32contaminationincidentthatoccurred onAugust19,1999,inthecenter'snuclearmedicinedepartment.Basedontheinspection,theNRChasidentifiedfourapparentviolations.TheyinvolveanapparentfailuretoperformadequateradiologicalsurveysfollowingtheAugust1999incident;failure tonotifytheNRCwithin24hoursoftheclosingofaroomduetocontamination;failuretoprovide specificradiologicalsafetytrainingtopersonnelperformingatherapyprocedureinvolving phosphorous-32;andfailuretoprepareawrittendirectiveforatherapeuticadministrationof

phosphorous-32.ThedecisiontoholdapredecisionalenforcementconferencedoesnotmeanthattheNRChasdeterminedaviolationhasoccurredorthatenforcementactionwillbetaken.Rather,thepurposeisto discussapparentviolations,theircausesandsafetysignificance;toprovidethelicenseewithan opportunitytopointoutanyerrorsthatmayhavebeenmadeintheNRCinspectionreport;andto enablethelicenseetooutlineitsproposedcorrectiveaction.Nodecisionontheapparentviolationswillbemadeatthisconference.ThatdecisionwillbemadebyNRCofficialsatalatertime.
