~-We:,generally supporttheproposedregulation andurgetheNRCtopromulgate itwiththemodifications proposedintheNUMARCcommentletter.Inparticular, wesupporttheuseofthecurrentlicensing basis(CLB)foranuclearpowerplanttorenewitslicense;wealsosupporttheapplicability ofthebackfitting ruletolicenserenewals.
However,wesharetheconcernsexpressed intheNUMARCsubmittal regarding thedefinition ofcurrentlicensing basisandwhetheranapplication forarenewedlicenseshouldrequireanIntegrated PlantAssessment (IPA)onthescalethatispresently contemplated.
TheproposedCLBdefinition appearstofreezetheCLBduringthependencyoflicenserenewalapplications beforetheNRC.CLBscontinuously changeovertimetoaccommodate changingsafetyinformation andregulations.
