UNITEDSTATESOFAMERICANUCLEARREGULATORYCOMMISSIONIntheMatterofRochesterGasandElectricCorporation(R.E.GinnaNuclearPowerPlant,UnitNo.1))))DocketNo.50-244))APPLICATIONFORAMENDMENTTOOPERATINGLICENSEPursuanttoSection50.90oftheregulationsoftheU.S.NuclearRegulatoryCommission(the"Commission"),RochesterGasandElectricCorporation("RGSE"),holderofProvisionalOperatingLicenseNo.DPR-18,herebyrequeststhattheTechnicalSpecifica-tionssetforthinAppendixAtothatLicensebeamendedtoadddefinitionsforsurveillanceintervals.ThisrequestforachangeintheTechnicalSpecificationsissubmittedinaccordancewithaletterfromDennisL.Ziemann,Chief,OperatingReactorsBranch52,datedAugust11,1978.TheproposedtechnicalspecificationchangeissetforthinAttachmentAtothisApplication.AsafetyevaluationissetforthinAttachmentB.Thisevaluationalsodemonstratesthattheproposedchangedoesnotinvolveasignificantchangeinthetypesorasignificantincreaseintheamountsofeffluentsoranychangeintheauthorizedpowerlevelofthefacility.Justi-ficationforclassificationoftheamendmentpursuantto10CFRSection170.22isincludedasAttachmentC.AsdescribedinAttachmentC,therequestforamendmentisexemptfromafee.

AttachmentBSafetyEv'aluationTheproposedchangeprovidesclarificationofthesur-veillanceintervalspresentlyintheTechnicalSpecificationsbutdoesnotchangeanysurveillancerequirements.Inalimitednumberofcases,theprecisewordingforasurveillanceintervalisnotrepeatedintheproposedSpecification1.12,however,itisobviousinthesecaseswhichdefinitionapplies.Forexample,ratherthan"quarterly",thewords"every3months"or"4timesperyear"maybeused.Ineachofthesecases,thedefinitionof"atleastonceper92days"isunderstoodtoapply.Aschangesareproposedonpageswiththesealternatephrasesinthefuture,thedefinitionswillbebroughtinconformancewithSpecification1.12.Theallowancetoadjustaspecifiedintervalbyplusorminus25%toaccommodatenormal'estschedulesgiveninSpecification4.0continuestoapply.

~o AttachmentCFeeDeterminationTheproposedTechnicalSpecificationchangeisadministrativeinnatureandhasnosafetyorenvironmentalsignificancesinceitprovidesclarificationofsurveillanceintervalsbutdoesnotchangeanysurveillancerequirement.ItthereforeisaClassIIamendment.asdefinedin10CFRSection170.22.Becausethischangeissub-mittedinresponsetoawrittencommissionrequest,aletterdatedAugust11,1978fromDennisL.Ziemann,isintendedonlytoclarifythetechnicalspecifications;hasminor(no)safetysignificance;andisfortheconvenienceoftheCommission,itisexemptfromafeeinaccordancewithfootnote2to10CFRSection170.22.
