Dear Sir:

Licensee Event Report 84-023-00 reported deviations discovered with respect to Florida Power Corporation's compliance with commitments made regarding low temperature overpressure protection (LTOP). The report described a continuing investigation and committed to a supplemental report by November 15, 1985.

A letter dated November 15, 1985 indicated the supplement would not be submitted until January 15, 1986.

This investigation is complete and has resulted in a complete reassessment of the administrative controls for LTOP at Crystal River 3.

A revised LTOP program has been drafted and is currently receiving management review.

The new program, along with the reasons for the changes from the old program, will be described in the supplement to LER 84-023 which we now expect to issue by February 10, 1986.
