Dear Mr. Mathews,

By letter dated November 8, 2023 (Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML23312A092), Constellation Energy Generation, LLC (CEG, the licensee) requested approval for Relief Request I5R-22 associated with the examination coverage during the fifth Inservice Inspection interval for Dresden Nuclear Power Station (DNPS), Units 2 and 3. The purpose of this memo is to provide you the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the proposed Relief Requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has concluded that Relief Request I5R-22, as proposed by CEG, provide sufficient technical information to enable the NRC staff to start its detailed technical reviews and to make an independent assessment regarding the acceptability of the proposed relief requests in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If any additional information is needed, you will be advised by separate correspondence.

Based on the information provided in the Relief Request, the NRC staff has estimated that it will take approximately 185 hours0.00214 days <br />0.0514 hours <br />3.058862e-4 weeks <br />7.03925e-5 months <br /> to complete the review and that the issuance date will meet CEGs requested date of November 8, 2024. These estimates are based on the NRC staffs initial review of the application, and they could change due to several factors including requests and response times associated with any necessary requests for additional information (RAIs) or unanticipated addition of scope to the review. If there are emergent complexities or challenges in the staffs review that would cause significant changes to the initial forecasted hours or completion date, the reasons for the changes, along with new estimates will be communicated to CEG during the staffs routine interactions with you.
