The U.S. Nuclear Regulatory Commission (NRC) plans to issue an amendment to Dresden Nuclear Power Station, Units 2 and 3 (Dresden 2 & 3) technical specifications (TS) pursuant to 10 CFR 50.90, in response to the proposed amendment request (referenced below) submitted by the Constellation Energy Generation, LLC (CEG).
CEGs amendment request, dated June 8, 2022, is available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22159A309. This Amendment request indicates (in the distribution) that your offices were forwarded a copy of the request.
On October 4, 2022, the NRC had issued a proposed finding that the amendment involves no significant hazards consideration in the Federal Register (

87 FR 60224).
Please let me know if the Illinois State has any comments on this proposed amendment by January 31, 2023.

IEMA review of Constellation License Amendment Requests for Dresden, Units 2 and 3, to Revise Technical Specification 4.3.1 By application dated June 8, 2022 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML22159A309) Constellation Energy Generation, LLC (CEG), requested to amend the Dresden, Units 2 and 3, Technical Specification 4.3.1. Specifically, CEG requested to adopt a new criticality safety analysis (CSA) methodology for performing the criticality safety evaluation for legacy fuel types in addition to the GNF3 reload fuel in the spent fuel pool (SFP). Use of the new SFP CSA methodology would require a change to the Dresden Technical Specifications (TS) 4.3.1, "Criticality."
CEG also proposed a change to the new fuel vault (NFV) CSA to utilize the GESTAR II methodology for validating the NFV criticality safety for GNF3 fuel in the General Electric (GE) designed NFV racks.
The NRC issued a proposed no significant hazards consideration in the Federal Register on October 4, 2022 (87 FR 60224).
In accordance with 10 CFR 50.91(b), Notice for public comment: State Consultation, the NRC has provided the Illinois Emergency Management Agency (IEMA) the opportunity to comment on the above stated license amendments. IEMA appreciates the opportunity to comment on the proposed license amendments. The IEMA staff has reviewed the proposed license amendments. Based on the review by the IEMA staff, IEMA finds no basis for denial of amendments approval.
