Hello Ken, The U.S. Nuclear Regulatory Commission (NRC) staff has started our review of the request to allow the completion of decommissioning for Dresden Nuclear Power Station, Unit 1 (Dresden Unit 1), beyond 60 years of permanent cessation of operations. The NRC staff has determined that a site visit is needed to gain insights about the unique physical site characteristics and the licensees processes and procedures associated with the plant. The NRC staff will visit the Dresden Unit 1 site on October 17, 2024. Following are the topics of interest to support the NRC staff maximizing their time during the site visit. This information is also attached for your convenience.
I.
BACKGROUND By letter dated March 14, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24074A436), as supplemented by letters dated July 22, 2024, and July 31, 2024 (ML24204A218 and ML24213A313, respectively), Constellation Energy Generation, LLC (the licensee) submitted a request for Dresden Nuclear Power Station, Unit 1 (Dresden Unit 1). The request, if approved, would allow the completion of decommissioning for Dresden Unit 1 beyond 60 years of permanent cessation of operations.
II.
TOPICS OF INTEREST FOR SITE VISIT The U.S. Nuclear Regulatory Commission (NRC) staff will visit the Dresden Unit 1 site on October 17, 2024, to gain insights about the unique physical site characteristics and the licensees processes and procedures associated with the plant. To support the NRC staff maximizing their time during the site visit, the licensee is requested to compile all the information identified in this section prior to the site visit so that it is readily available to the NRC staff. The documentation can be provided by presentations or documents.
Documents
- 1. Single line diagrams of electrical power distribution systems for Dresden Unit 1.
- 2. List the structures, systems, and components (SSC) important to safety that are shared between the Dresden Units.
Demonstrations and Discussions
- 1. Describe the surveillance, maintenance, and aging management program required for Dresden Unit 1 electrical power distribution, lighting, and grounding systems under the proposed alternate decommissioning schedule described in the request.
- 2. Describe electrical systems shared between the Dresden units and the potential impact, with respect to maintenance and testing, by the proposed alternate decommissioning schedule under this request.
- 3. Describe the impact of this request, with respect to maintenance, testing, and aging management programs, to underground cables routing to/from Dresden Unit 1 alternating current (AC) distribution, Dresden Units 2 and 3 AC distributions, and the Main Control Room that are utilized to support the station blackout (SBO) function.4. 5. 6.
- 4. Describe backup power source(s), if any, for the offsite power that provides AC power to the Dresden Unit 1 AC distribution, which are utilized by Dresden Units 2 and 3.
- 5. Discuss isolation and protection systems and potential impact by the proposed alternate decommissioning schedule under this request.
- 6. Describe how performing the Dresden Unit 1 decommissioning, consistent with Title 10 of the Code of Federal Regulations 50.82(a) regulation, would increase the risk to members of the public as opposed to decommissioning under an alternative schedule. How would such risk be mitigated? It would be helpful to have a comparative list of the major actions needed to decommission the reactor within 60 years as well as a list of the actions needed if decommissioning under an alternate schedule. Note any mitigative measures needed when pursuing either option.7. 8. 9.
- 7. Discuss the security measures that are specific to Dresden Unit 1 for SAFSTOR and if any of these measures rely upon Dresden Units 2 and 3.
- 8. Discuss the structural integrity inspections and associated procedures in further detail, and provide examples of any deterioration identified, inspection reports, categories of inspection results, corrective actions, and repairs.
- 9. Discuss the underground structures supporting operation of the Dresden Units 2 and 3 and the potential for damage to them caused by decommissioning related excavation, heavy equipment travel, and lifting accidents involving heavy lifts.

IV.
SPECIAL REQUESTS The NRC staff would like access to the documents listed above in Section II through an online portal that allows the NRC staff to access documents remotely via the internet at least 1 week prior to the start of the site visit. NRC staffs access to the online portal should be terminated 90days after the date of the site visit.
The following conditions associated with the online portal must be maintained throughout the duration that the NRC staff has access to the online portal:
The online portal will be password-protected, and separate passwords will be assigned to the NRC staff who are participating in the site visit.
The online portal will be sufficiently secure to prevent the NRC staff and contractors from printing, saving, downloading, or collecting any information on the online portal.
Conditions of use of the online portal will be displayed on the login screen and will require acknowledgement by each user.
Username and password information should be provided directly to the NRC staff. The names and contact information of the NRC staff who will be participating in the site visit is listed above in Section III. All other communications should be coordinated with the NRC Project Manager.
V.
LOGISTICS The site visit will be held on October 17, 2024. If requested, the NRC team will conduct a telephone conference with the licensee for the purposes of introducing the team and describing the information to be made available on the online portal. The NRC staff acknowledges the potential for the proprietary nature of some of the information requested.
It will be handled appropriately throughout the site visit. The NRC staff will take notes that will be marked as proprietary, for such material, and will not remove hard copies or copy electronic files. The NRC Project Manager will coordinate any changes to the site visit schedule and location with the licensee.
