ACCEPTANCE FOR REVIEW OF HOLTEC INTERNATIONAL THERMAL TOPICAL REPORT ON THE HI-STORM 100 AND HI-STORM FW SYSTEMS (EPID: L-2020-TOP-0018)

Dear Ms. Manzione:

By letter dated March 19, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20101N175), Holtec International (Holtec) submitted for U.S.

Nuclear Regulatory Commission (NRC) staff review Topical Report for Allowance of Heat Load Patterns in HI-STORM 100 and HI-STORM FW Systems." The NRC staff has performed an acceptance review of the topical report (TR). We have found that the material presented is sufficient to begin our detailed technical review. The NRC staff plans to perform the review by the Modified Review process as detailed in LIC-500, Revision 8, Topical Report Process (ADAMS Accession No. ML19123A252). The NRC expects to issue its draft safety evaluation (SE) with open Items by December 31, 2020. This schedule information takes in consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide appropriate updates to this information. The NRC staff estimates that the review will require approximately 600 staff hours including project management and contractor time. The review schedule milestones and estimated review costs were discussed and agreed upon in a telephone conversation between yourself and the NRC staff on May 22, 2020.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff hours will be billed accordingly.
