Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., has completed implementation of the additional security measures (ASMs)for physical protection required by Order EA-08-202 for the Brunswick Steam Electric Plant (BSEP) Independent Spent Fuel Storage Installation (ISFSI). These ASMs are described in Section D of Attachment 1, "Additional Security Measures (ASMs) for Physical Protection of Dry Independent Spent Fuel Storage Installations (ISFSIs)," (i.e., the applicable requirements for the BSEP ISFSI, since it will be located within the plant's Protected Area) and Attachment 2, "Additional Security Measures for Access Authorization and Fingerprinting at Independent Spent Fuel Storage Installations," of Enclosure 1 to Progress Energy Carolinas, Inc.P.O. 1. CP&L is in full compliance with requirements of the Order as of July 7, 2010.Nuclear Energy Institute (NEI) 03-12, Revision 6, "Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan," which the NRC has endorsed, has been used as a guideline in ensuring that the BSEP Security Program meets the NRC Order. The BSEP Security Program is available for NRC review, upon inspection.
