March 31,2011FullCompliance EvaluationCompleted:April 1,2011 Purpose The above listed certificates of operation for Tennessee Valley Authority (TVA)are due to expire on July 17,2012.An annual inspection of the equipment that is covered by the certificates was made at Sequoyah Nuclear Plant on March 31,2011.The observations that were made during the inspection are summarized in this report.This report also includes discussions of the operation of the permitted equipment, the air pollutant emissions, and the applicable regulations.

Process Description TVA Sequoyah uses two nuclear reactors, which are referredtoas Reactor Units#1and#2,toheat pressurizedwater.Foreachreactorunit,thispressurizedwater,whichcirculatesinaclosedloop,isusedasasource ofheattoproducesteaminside of four parallelsteamgenerators.

The resulting steamfromthefoursteam generators ofeachunitissenttoa commonheaderand is then usedina high-pressure turbine followed by three low-pressure turbines in series to power a generator that produces electricity.

The steam is condensed after it exitsthefour turbines, andthewater,whetherintheliquidorgaseous(steam)state,circulatesinaclosedloopforeachunit.Thiswateris circulatedbytwo parallelfeedwaterpumpsthatareeachdrivenbyaturbine.These two turbines for eachunitare powered by"extraction"steamthatis divertedfromtheinitial high-pressure turbine.Water from the adjacent Tennessee Riverisusedto condense the steam.Reintroduction of this waterintothe river cannot resultinthe downstream temperature of the river being raised by more than 5.4°F during the months of April through Octoberand9.0°F during the months of November through March as averagedovera 24-hourperiod.The temperature ofthewaterthat is dischargedintothe river also cannotfluctuatebymorethan3.6°F duringanyhour.Holding ponds are sometimes sufficienttocoolthe watertothe desired temperature.

However,itisoften necessarytocool this water further in either of two cooling towers, which are designatedastheUnit#1 cooling tower (Certificate

-01C)andtheUnit#2 cooling tower (Certificate

-03C).In addition, reintroduction of the water into the river cannot result in the downstream river temperature exceeding an average of 86.9°Fovera 24-hour period unless the water is being cooledinone cooling tower per operating reactor unit.Water mist that is emittedfromthetwo cooling towers contains entrained particulatematter.These particulate emissions are uncontrolled and originatefromdirt,silt,etc.intheriverwater.

For each ofthetwo reactor units, the initial high-pressure turbineandthetwo feedwater pump turbines are each supplied with lubricatingoilbyanoil recirculationsystem.In addition, the electricity generator ofeachunitis suppliedwithsealoilbyanoil recirculationsystem.Each oftheseeight recirculation systems includesanoil reservoirthatis equippedwithanoil vapor extractor.

The extractors serve to vent oil vaporfromtheairspace abovetheoil reservoirs.

Each of the eight oil vapor extractorsalsoservestoremove waterfromtheoilthatresultsfrom inadvertent contact betweentheoilandsteam.

Hydrogengasis used to cool the bearings of the two electricity generators,andtheoil vapor extractorforthesealoil reservoir of each generatoralsoservesto remove dissolved hydrogenfromtheoil.

Hydrogenisnot consideredtobeanair pollutant.

Particulate emissions ofoilmist, whichisa VOC, result from each of the eight oil vapor extractors.Theoil mist emissionsfromthe extractorfortheoil reservoir of the initial high-pressure turbine of each unit are controlledbya demister,andtheoil mist emissions from the othersixoil vapor extractors are uncontrolled.

Oil vapor extractors for coal-fired steam generating facilities are classified as insignificant activities in accordance with§8(a)(l)a.

However, because such extractors for nuclear-powered steam generating facilitiesarenot specifically listed as insignificantactivities,TVAhasbeen informed that installationpermitsand initial certificates of operationwillbe issuedfortheUnit#1and Unit#2oil vapor extractors.

-08C)couldbeusedtopreheatwaterforthesteamgeneratorsinpreparationforstartingupone ofthereactorunits.Theboilerwouldthenbeshut offwhenthereactorcomesonline.In addition, either of these two identical boilers could be used as needed to heat the turbinebuildinginordertokeepwaterinpipesfromfreezingduringthewintermonths ifbothreactorunitsarenotinoperation.Theauxiliaryboilersarenotnormallyused,however,becauseatleast one ofthetwo reactor units shouldbein operationatanytime.Thetwo boilersarefueledexclusivelybydieselfuel(No.2fueloil).Theyhadbeenfueledbylow-sulfurdieselfuel,andultra-lowsulfurdieselfueliscurrentlyavailableforuseinthem.Emissionsthatresultfromfuel combustionintheboilersareuncontrolled,andtheyareventedtoasingleexhauststack.EmergencyGenerators1A,IB,2A,and2B (Certificate

-11C)areavailabletoprovideelectricpowerforsafelyshuttingdownthenuclearreactorsintheunlikelyevent ofaloss of off-sitepowertotheplant.Inaddition,"Blackout"Generators1and2areavailableforasimilarpurpose.Onlyone emergencygeneratorwouldbeneededperoperatingreactor.Emergency Generators 1A and IB serve Reactor Unit#1,and Reactor Unit#2is served by EmergencyGenerators2Aand2B.Each ofthefouridenticalemergencygeneratorsandtwoidenticalblackoutgeneratorsispoweredbyaninternal-combustionenginethatisfueledexclusivelybydieselfuel.Theywerepreviouslyfueledbylow-sulfurdieselfuel,andultra-lowsulfurdieselfuelisusedinthematpresent.Emissionsthatresultfromfuelcombustioninthemareuncontrolled.Each oftheenginesforthefouremergencygeneratorsisequippedwithtwoexhauststacks.Therehasneverbeenanunintendedloss ofpowerthatrequiredtheuse of any ofthesix generators, although they are periodically operated for test purposes.Intheevent ofaloss ofpowertotheplant,sevenothergeneratorsareavailabletoprovideelectricpowerforspecificneeds.Thesesevengenerators,alongwithfourwaterpumps,areeach poweredbyasmall internal-combustionenginethatisfueledexclusivelybydieselfuel.Low-sulfiirdieselfuelwas previouslyusedinthem,andtheyare currentlyfueledby ultra-lowsulfurdieselfuel.Most ofthemareperiodicallyoperatedfortestpurposes,andemissionsthat result from fuel combustion in them are uncontrolled.

Dieselfuelis burnedinthe largest of these eleven enginesata maximum rate of31.1gal/hr(4.26 MMBtu/hr),andeach of themisnot requiredtobe permitted in accordance with§4-8(d)(3).

Two band saws (Certificate

-06C)areusedtocut insulationtofit various components attheplant.These componentsincludepipingandpressurevessels.Thetwosawsareprimarilyusedtocut calcium silicate (CaSiC>3)insulation,buttheycanalsobeusedtocutothertypes ofinsulationmaterial,suchasrubber.Nomaterialcontainingasbestosisevercutbyeither of these saws.InsulationSawAisused primarily.

InsulationSawBisnot currentlyused,butitisavailableforuseasabackupunit.ForSawA,particulateemissionsfromalargesuctionhosethatis mountednearthe working section ofthebandsawbladeare controlledbya prefilterfollowedbyaHEPA (high-efficiencyparticulateair)filter.ParticulateemissionsfromahoodthatisoverthissawarealsocontrolledbyaprefilterfollowedbyaHEPAfilter.ThesetwoHEPAfiltersareventedtoasingleexhausthose.ForSawB,threeprefiltersinparallelfollowedbythreeHEPAfiltersinparallelareusedtocontrolparticulateemissionsfromalargesuctionhosethatis positionedneartheworkingsection ofthebandsawblade.Inaddition,foreach of TennesseeValleyAuthority-Sequoyah Nuclear Plant Page 3 SawsAandB,asettlingdrumfollowedbyabagfilterisusedtocontrolparticulateemissions from each of two suction vents that are both located under the work table and adjacenttothe band saw blade.Acarpentershop (Certificate

-09C)containstworadial-armsaws,atablesaw,abandsaw,andaplaner.Particulateemissions ofsawdustfromall ofthesepieces of woodworkingequipmentarecontrolledbyabaghouse.Thisbaghouseisalsousedtocontrolparticulate emissions from two floor vents that sawdust is swept into.Abrasiveblasting(Certificate-IOC)ofsheetmetalisperformedwithinalarge enclosed room using a manual nozzle.Boiler slag, under the trade name of Black Beauty, is used as theabrasive.Particulateemissionsfromthisoperationarecontrolledbyafilterpanel.Tentestweldingboothsareoccasionallyusedfortrainingpurposes.Stick,TIG(tungsteninertgas),andMIG(metalinertgas) welding is performedinthese booths, and uncontrolled particulate emissionsfromtheseboothsare ventedtoa single exhaust stack.In addition,asawisusedtocutsmallsections ofsteelpipethathavebeenweldedintheboothsinordertotestthe integrity ofthewelds.ParticulateemissionsofsteeldustfromthissawarecontrolledbyaHEPAfilter.Maintenanceweldingisaninsignificantactivity,andbecausethetestweldingboothsandsawareusedonlyinconjunctionwithtrainingworkerstoperformmaintenancewelding,theyarealsoclassifiedasinsignificantactivitiesinaccordancewith§8(a)(l)a.

Evaluation 4150-30600701-01C Unit#1CoolingTower 4150-30600701-03C Unit#2 Cooling TowerTheUnit#1andUnit#2coolingtowerswerenotinoperationatthetime of theinspection.ReactorUnits#1and#2werebothonline.Bothcoolingtowersappearedtobein good condition.

Each ofthetwo cooling towerswasusedfor814hoursduring calendaryear2009.The estimated particulate emissionsfromeach ofthesetowersaregiveninTableIattheend of thissection.The potential emissionsarebasedon continuous operation.

Installation of the Unit#1and#2coolingtowerswas completedin1980.The particulate emissionsfromeach ofthetwo cooling towers are limitedbyRule10.3 (Schedule2)to115.2 lbs/hr, basedona process weight of139,690tons/hr.This limitationismore stringentthantheRule10.7particulate emission limit of 0.25 gr/scf(85,760lbs/hr)foreachtower.However,amorestringentparticulateemissionlimitation of7.2lbs/hrhasbeenpreviouslyestablishedforeachtowerbecauseithasbeendeterminedthatoperationattheRule10.3allowableemissionratewouldresultinthe creation of a particulate non-attainment area.TennesseeValleyAuthority-SequoyahNuclearPlantPage4 4150-30700804-06C Insulation Saws A and BInsulationSawAwasnotinoperationatthetime oftheinspection,andInsulationSawBisnotcurrentlyinuse.SawAanditstwoprefilters,twoHEPAfilters,twosettlingdrums,andtwobagfiltersandSawBanditsthreeprefiltersandthreeHEPAfiltersappearedtobeingoodcondition.ThetwosettlingdrumsandtwobagfiltersforusewithSawBwerenotinposition, and theywillbe replaced before the sawisusedagain.SawAisusedforanaverage of4hrs/day,5days/wk,and6wks/yr.SawBwaslastoperatednolaterthanin2003.EachHEPAfilterhasanestimatedparticulatecontrol efficiency of99.9%.Eachsettlingdrumandbagfilterinseriesisestimatedtobe94%efficientin controlling particulate emissions.Theestimatedparticulateemissionsfromeach ofthetwosawsaregiveninTableI.Theseemissionsareconservativelybasedoncontrolonlybyasettlingdrumfollowedbyabagfilter.Thepotentialemissionsarebasedoncontinuousoperation.InsulationSawAwasinstalledin1989.TheparticulateemissionsfromthissawarelimitedbyRule10.3(Schedule2)to0.49lb/hr,basedonaprocessweight of80lbs/hr.Inaddition,theparticulateemissionsfromeach oftheexhaustpoints ofthissawarelimitedbyRule10.7to0.25gr/scf.Thislimitationisequivalentto0.39lb/hrforeach ofthetwobagfilters.

This limitation cannot be converted into units of lbs/hr for the set of HEPA filters because the exhaustflowrate throughthefiltersisnotavailableatthistime.

Insulation Saw B was installed in about 1988.However, as of 2005, Insulation Saw Bwentfortwoyearswithoutbeingoperated,anditwasnolongerconsideredtobeanexisting source at that time, in accordance with§8(c)(l).Potential particulate emissions from Saw B,beforebeingcontrolled,are estimatedtobe9.7tons/yr.Therefore,theparticulateemissionsfromthissaware subjecttoRule27.3.Control of these emissionsbyasettlingdrumfollowedbyabagfilterhasbeen determinedtobereasonableandproper,in accordancewithRule27.3.Anappropriate reasonableandproperlimitationfortheparticulateemissionsfromSawBhas been previously determinedtobe0.20lb/hr.ThislimitationismorestringentthanboththeRule 10.3 (Schedule 2)particulate emission limit of0.49lb/hr,basedona process weight of80lbs/hr,andtheRule10.7 particulate emission limit of0.25gr/scf,whichis equivalentto0.39lb/hrfor each ofthetwobagfilters ofthissaw.TheRule10.7limit cannot be convertedintounits of lbs/hrfortheset of HEPA filters ofthissaw because the exhaustflowrate throughthefiltersis not available at this time.4150-10200501-08C Auxiliary BoilersAandB AuxiliaryBoilersAandBarenotcurrentlyinuse.Thesetwoboilers appearedtobeingoodcondition.Therequiredcertifications ofdieselfuelsulfurcontentandtherequiredlogs ofdailyhours ofoperationandmonthlydieselfuelusageforeachboilerwerebeingmaintained.TennesseeValleyAuthority-SequoyahNuclearPlant Page 5 Each ofthetwoboilershasaratedcapacity of54.5MMBtu/hr.Theyarenormallynotinuse.BoilerAwaslastoperatedbriefly(22minutes)fortestpurposesonSeptember 16,2004,andBoilerBwaslastoperatedonNovember14,2000.Theyarefueledexclusivelybydieselfuelthathasaverageandmaximumsulfurcontents of0.0015%and0.06%byweight, respectively.Theestimatedemissions of particulate (PM25,PMio,andtotal),NOx,SOx,CO,VOCs,methane,andC02(actualandC02e)thatresultfromdieselfuelcombustioninthetwoboilerscombinedaregiveninTableIIattheend of this section.TheseemissionswerecalculatedbyusingAP-42(1998)emission factors.Thepotentialemissionsarebasedon simultaneousoperationofthetwoboilersattheirrated capacitieswhileburningdieselfuelthathasthemaximumsulfurcontent.Thepotentialemissionsarealsobasedonthesum ofthetotalamountoftimethatBoilerAisin operationandthetotal amountoftimethatBoilerBisin operationbeingequalto2,000hrs/yr.47.0%and69.7%

oftheparticulate emissionsthatresultfromburningdieselfuelintheboilersare PM2.5 and PM10, respectively.TheVOCemissionsthatresultfromdieselfuelcombustionintheboilersconsist ofupto28.4%formaldehyde (methanal, H2CO),whichisaHAP.All ofthesepercentageswere determinedbyusingAP-42(1998)emission factors.AuxiliaryBoilersAandBwereinstalledin1976.However,as ofNovember15,2002,thetwoboilerswentfortwoyearswithoutbeing operated,andtheywerenolonger considered tobeexisting sourcesatthattime,in accordancewith§8(c)(l).Theseboilersare therefore subjecttothe provisions of"Standards of Performance for Small Industrial-Commercial-InstitutionalSteamGeneratingUnits"[40CFRPart60,SubpartDc(§60.40c-48c)],asadoptedatRule15.

§60.42c(d) ofSubpartDcstipulatesthatnofuelshallbeburnedineitherboilerthathasasulfur content ofgreaterthan0.5%byweight.

Reporting and recordkeeping requirementsaregivenin

§60.48c of this subpart.Potential NOx emissions from each of BoilersAandBare estimatedtobe 7.956 lbs/hr.AnappropriateNOxemissionlimitationforeachofthetwoboilershasbeenpreviouslydeterminedtobe9.0lbs/hr.Anappropriatelimitationhasalsobeenpreviouslydeterminedtobethatthesum ofthetotalamount oftimeduringwhichBoilerAisin operationandthetotal amount oftimeduringwhichBoilerBisinoperationshallnotexceed2,000hrs/yr.TheseNOxemissionandoperationallimitationsresultinanappropriateNOxemissionlimitation of 9.0tons/yrforthetwoboilerscombined.TVArequestedall oftheselimitationsinordertoqualifyasa synthetic minorsource.The potentialemissionsthataregiveninTableIIarebasedupon the operational limitation.

Potential particulate emissionsfromeach ofBoilersAandBare estimatedtobe1.313 lbs/hrand5.7 tons/yr, based on continuous operation.

Therefore, the particulate emissions from these boilers are subjecttoRule27.3.An appropriate reasonable and proper limitation, in accordancewithRule27.3,forthe particulate emissionsfromeach of BoilersAandBhasbeen previously determinedtobe0.030 lb/MMBtu,whichis equivalentto1.64 lbs/hrforeachboilerwhileitis operatingatitsratedcapacity.Nocontrolsarenecessaryinordertoachievethis Tennessee Valley Authority-SequoyahNuclearPlantPage6 limitation for eitherboiler.This limitation is equivalenttothe particulate emissionlimitthat,althoughnotapplicabletothetwoboilers,isstipulatedby

§60.43c(e)(l) ofSubpartDc.This limitationismore stringentthantheRule8.2(Schedule2) particulate emission limit of 12.72 lbs/hr for each boiler.This limitationisalso more stringent than the Rule 26.6 (RACT)particulate emission limit of0.15864lb/MMBtu,which,althoughitisnotapplicabletothetwoboilers,is equivalentto8.65 lbs/hrforeach boilerwhileitis operatingatitsratedcapacity.AnappropriatesulfurcontentlimitationforthedieselfuelthatisburnedinBoilersAandBhasbeenpreviouslydeterminedtobe0.06%byweight.TVArequestedthislimitationinordertoqualifyasasyntheticminorsource.Combustion ofdieselfuelwiththemaximumallowablesulfurcontentineither boileratitsratedcapacityresultsinpotentialSOxemissions of 3.44 lbs/hr.This SOx emission rate is the effective SOx emission limitation for each boiler.ThislimitationismorestringentthantheRule13.2 SO2emissionlimit of4lbs/MMBtu,whichisequivalentto218.0lbs/hrforeach ofthetwoboilerswhiletheyareoperatingattheirrated capacities.TheVOCemissionsfromBoilersAandBaresubjecttoBACT(Rule25.3).IthasbeendeterminedthatnocontrolsarenecessaryinordertosatisfyBACTfortheseemissions,andnoquantitativeBACTVOCemissionlimitationsarenecessary.Nolimitationsareapplicablefor the emissions of CO, methane, and CO2 from either of the two boilers.4150-30703099-09C Carpenter Shop None of the equipment ofthecarpentershopwasinoperationatthetime of theinspection.Thetwo radial-armsaws,tablesaw,bandsaw,planer,twofloorvents,andbaghouse appearedtobein good condition.

The carpentershopis operated for approximately4hrs/day,5days/wk,and6wks/yr.

The baghousehasan estimated particulatecontrolefficiency of99%.The estimated particulate emissionsfromthis carpentershopare giveninTableI.The potential emissions are based on continuous operation.

The carpenter shop was installedinMay1995.The particulate emissionsfromthis carpentershopare limitedbyRule10.3(Schedule2)to1.42lbs/hr,basedonaprocessweight of450lbs/hr.This limitationismorestringentthantheRule10.7 particulate emission limit of 0.25 gr/scf (3.43 lbs/hr).4150-30900203-10C Abrasive Blasting OperationAbrasiveblastingwasnotbeingperformedatthetime oftheinspection.Theroomthatit is performedinandthefilterpanelappearedtobeingoodcondition.

Tennessee Valley Authority-SequoyahNuclearPlantPage7 Theabrasiveblastingoperationisusedforapproximately3hrs/day,5days/wk,and8 wks/yr.Abrasive is blastedatarate of approximately500lbs/hr.Thefilterpanelhasan estimated particulate control efficiency of 95%.The estimated particulateemissionsfromthisoperationaregiveninTableI.Theseemissionswere calculatedbyusinganAP-42(1997)uncontrolledparticulateemissionfactor of0.027poundperpound ofsandmultipliedby(0.010poundperpound ofabrasive)/(0.041poundperpound ofsand),whichisaratio ofSCAQMDuncontrolledparticulateemissionfactors.The potential emissions are based on continuous operation.Theabrasiveblastingoperationbegantobeusedin1996,andpotentialparticulateemissionsfromit,beforebeingcontrolled,areestimatedtobe14.4tons/yr.Therefore,theparticulateemissionsfromthisoperationaresubjecttoRule27.3.Control oftheseemissionsbyafilterpanelhasbeendeterminedtobereasonableandproper,inaccordancewithRule27.3.Anappropriatereasonableandproperlimitationfortheparticulateemissionsfromthisoperationhasbeenpreviouslydeterminedtobe0.30lb/hr.ThislimitationismorestringentthanboththeRule10.3(Schedule2)particulateemissionlimit of1.52lbs/hrandtheRule10.7particulateemission limit of 0.25 gr/scf (55.71 lbs/hr).4150-20200102-11CEmergencyGenerators1A,IB,2A,and2Band BlackoutGenerators1 and 2EmergencyGenerators1A,IB,2A,and2BandBlackoutGenerators1and2werenotinoperationatthetime oftheinspection.Generators1Aand2Aand BlackoutGenerators1and2appearedtobeingoodcondition.GeneratorsIBand2Bcouldnotbeviewedbecause of atemporarysecurityrestriction.Therequiredcertifications ofdieselfuelsulfurcontentandthe required log of daily hours of operationforeach of the generators were being maintained.Thefour emergency generatorseachhavearated capacity of 38.4 MMBtu/hr,andtheyareeach normally testedataheatinputrate ofabout34.25 MMBtu/hr.Each ofthetwoblackout generators is normally testedat50%ofitsratedcapacity of 18.5 MMBtu/hr.Thesixgeneratorsarefueled exclusivelybydieselfuelthathasa maximum sulfur content of0.06%byweight.Thesix generators are normallyoperatedonlyduringtesting.

oftheparticulateemissionsthatresultfromburningdieselfuelinthe generators are PM2.5andPMio, respectively.EmergencyGenerators1A,IB,2A,and2Bwereinstalledin1972,andBlackout Generators 1 and 2 were installed in 2004.Potential NOx emissions are estimated to be 122.880lbs/hrfromeach ofthefouremergencygeneratorsand59.200lbs/hrfromeach ofthetwoblackoutgenerators.AnappropriateNOxemissionlimitationforeach ofthefouremergencygeneratorshasbeenpreviouslydeterminedtobe140.0lbs/hr(2,242ppm).AnappropriatelimitationfortheNOxemissionsfromeach ofthetwoblackoutgeneratorshasbeenpreviouslydeterminedtobe68.0lbs/hr(1,687ppm).Anappropriatelimitationhasalsobeenpreviouslydeterminedtobe204hrs/yrforthetime of operation of each ofthesixgenerators.ThisoperationallimitationismorestringentthantheRule2.7limit of20days/yr(480hrs/yr)forthe operation ofanygeneratorthatemitsmorethan1,500ppm ofNOx.Rule2.7alsolimitsthe operation ofsuchgeneratorstonomorethan5consecutivedays.TheNOxemissionlimitationsandoperationallimitationresultinanappropriateNOxemissionlimitation of70.992tons/yrforthesixgeneratorscombined.TVArequestedall oftheselimitationsinordertoqualifyasasyntheticminorsource.ThepotentialemissionsthataregiveninTableIIIarebaseduponthe operational limitation.

Potential NOx emissionsfromthe combined eleven small internal-combustion enginesthatarenotrequiredtobepermittedareestimatedtobe16.145tons/yr,basedonoperationfor480hrs/yr(theRule2.7limitation).TheseemissionswerecalculatedbyusingemissionfactorsfromAP-42(1996)Table3.3-1.Thesum ofthesepotentialNOx emissions,theallowableNOx emissions of9.0tons/yrforAuxiliaryBoilersAandBcombined(Certificate-08C),andtheallowableNOx emissions of 70.992 tons/yrforthesix permitted generators combinedis96.137tons/yr,whichis belowthePart70majorsourcethresholdforNOxemissions of100tons/yr.

Potential particulate emissionsfromeach of Emergency Generators 1A, IB,2A,and2B are estimatedtobe 2.676 lbs/hr.The particulate emissions from each of these generators are limitedbyRule10.2 (Schedule1)to4.07lbs/hr, basedona process weight for each generator of1,976lbs/hr(38.4 MMBtu/hr-s-0.137MMBtu/galx7.05lbs/gal).This limitationismorestringentthantheRule10.7 particulate emission limit of 0.25 gr/scf(18.75lbs/hr)foreach emergency generator.

Potential particulate emissionsfromeach of Blackout Generators1and2are estimated tobe1.289lbs/hrand0.31ton/yr,basedonoperationfor480hrs/yr(theRule2.7limitation).Therefore,theparticulateemissionsfromthesegeneratorsaresubjecttoRule27.3.Anappropriatereasonableandproperlimitation,inaccordancewithRule27.3,fortheparticulateemissionsfromeach ofBlackoutGenerators1and2hasbeenpreviouslydeterminedtobe1.80lbs/hr.Nocontrolsarenecessaryinordertoachievethislimitationforeithergenerator.ThislimitationismorestringentthanboththeRule10.3(Schedule2)particulateemissionlimit of Tennessee Valley Authority-SequoyahNuclearPlantPage9 2.27 lbs/hr, basedona process weight for each blackout generator of 952 lbs/hr (18.5 MMBtu/hr-0.137 MMBtu/galx7.05 lbs/gal),andtheRule10.7 particulate emission limit of 0.25 gr/scf (12.10 lbs/hr)for each blackout generator.

An appropriate limitationforthe sulfur content of the diesel fuel that is burnedinthesix generators has been previously determinedtobe 0.06%by weight.TVA requested this limitation in order to qualifyasa synthetic minor source.Combustion of diesel fuel with the maximum allowable sulfur contentinthesixgeneratorsattheirrated capacitiesresultsin potential SOx emissions of 2.422 lbs/hrforeach ofthefour emergency generatorsand1.17 lbs/hr for each ofthetwo blackout generators.TheseSOx emissionratesarethe effective SOx emission limitationsforthesix generators.

These limitations are more stringent thantheRule13.1SO2 emission limits of 500 ppm(43.5lbs/hr)foreach emergency generatorand500ppm (28.1 lbs/hr)for each blackout generator.

The VOC emissions fromthetwo blackout generators are subject to BACT(Rule25.3).Ithas been determined that no controls are necessary in order to satisfy BACT for theseemissions,andnoquantitativeBACTVOCemissionlimitationsarenecessary.Theemissions of CO, methane,andCO2fromthetwo blackout generators are subjecttoRule23.Ithasbeen determined that no controls are necessaryinordertosatisfy reasonable and proper control technology, in accordance withRule23,forthese emissions of CO, methane,andCO2,andno quantitative reasonable and proper limitations are necessaryforthese emissions.Inaddition,no limitations are applicableforthe emissions ofCO,VOCs, methane,andCO2fromany of the four emergency generators.TableI.Facility-Wide Process Emissions ofParticulateMatter

The control equipmentshallbe used and maintained in accordance with the manufacturers' recommendations.

2.BoilersAandBare subjecttoandthe permittee shall comply with"Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units," Title 40 Code of Federal RegulationsPart60, Subpart Dc (§60.40c-48c), as adopted at§41,Rule15,the Hamilton County Air Pollution Control Regulation (the Regulation).3.Foreach shipment ofdieselfuelthatisreceivedatthefacilityfor combustionineither BoilerAandB,a certificationfromthe supplier shall document its sulfur content and shall verify that it compliedwiththe specificationsforNo.2fueloilasdefinedbythe American Society for Testing and Materials in ASTM Standard D396.These certificationsshallbe keptonthe premisesandbe available for inspection by representatives of the Chattanooga-HamiltonCountyAir Pollution Control Bureau (the Bureau)upon request duringnormalbusinesshours.Each certificationshallbemaintainedfora period oftwo(2)yearsafteritisreceived.Inaddition,asemiannualreportshallbe submittedtothe BureauDirectorthatconsists of records ofthefuel supplier certificationsforall ofthedieselfuelthatwas receivedatthefacilityfor combustion in either boilerduringeachreportingperiod ofsix(6)calendarmonths.ThereportingperiodsareJanuary1throughJune30andJuly1throughDecember31 of eachyear.Each semiannualreportisduebythe30thdayfollowingtheend ofeachreportingperiod.These requirementsareinaccordancewith"Standards ofPerformanceforSmall Industrial-Commercial-Institutional Steam Generating Units,"Title40 Code of FederalTennesseeValleyAuthority-SequoyahNuclearPlant Page 16 Regulations Part 60, Subpart Dc,§60.42c(d)and(h)and§60.48c(d),(e),(f),(i),and(j), as adoptedat§41, Rule15,the Regulation.4.Alogshallbe maintained in whichthequantity ofdieselfuelthatis burnedinBoilersAandB during each calendar monthisrecorded.Thislogshallbekeptonthe premises and be available for inspection by Bureau representatives upon request during normal business hours.The informationinthislogshallbe maintainedfora period oftwo(2)yearsafteritsdate ofentry.These requirementsarein accordance with"Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units,"Title40 Code ofFederalRegulationsPart60,SubpartDc,§60.48c(g)and(i),asadoptedat§41, Rule 15, the Regulation.

5.Emissions of nitrogen oxides(NOx)fromBoilersAandB combinedshallnotexceed9.0tonsduringanyperiod of365consecutivedays.Compliancewiththisemission limitationshallbe accomplished by adherencetothefollowing limitations:

a.The maximum allowable emissions of NOx from each of the two boilers are 9.0 pounds/hour.b.Thesum ofthetotal amount oftimeduringwhich BoilerAisin operationandthe total amount oftimeduringwhichBoilerBisin operationshallnotexceed2,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> during any period of 365 consecutive days.6.Alogshallbe maintainedinwhichthedailyhours of operationforeach ofBoilersAandBarerecorded.Thislogshallbekeptonthepremisesandbeavailablefor inspection byBureaurepresentativesuponrequestduringnormalbusinesshours.Theinformationinthislogshallbe maintainedforaperiod oftwo(2)yearsafteritsdate of entry.7.AwrittenreportshallbesubmittedbyMay17 ofeachyearnotifyingtheBureauDirector of the total number of hours that each of BoilersAandBwere operated during the preceding twelve (12)months.8.Themaximumallowableemissions ofparticulatematterfromeach ofBoilersAandB are 0.030 pound per 106 Btu.This emission limitation is equivalent to 1.64 pounds/hourfortheoperation ofeachboileratitsheatinput capacity.Thisemissionlimitationisreasonableandproper,asdeterminedbytheBureauDirector,inaccordancewith§41, Rule 27.3, the Regulation.

4150-20200102-1 IC1.Onlydieselfuel(No.2fueloil)maybeburnedinEmergencyGenerators1A,IB,2A, and 2B and Blackout Generators 1 and 2.The sulfur content of the diesel fuel that isburnedinthesixgeneratorsshallnotexceed0.06(zeropointzerosix)percentbyweight.(The heat input capacities are 38.4 x 106 Btu/hour for each of the four emergency generators and 18.5 x 106 Btu/hour for each of the two blackout generators.)2.Thesulfurcontent ofeachshipment ofdieselfuelthatisreceivedatthefacilityfor combustioninany ofthesixgeneratorsshallbedocumentedbyawrittencertificationfromthesupplier.Thesecertificationsshallbekeptonthepremisesandbeavailableforinspectionby representatives oftheChattanooga-HamiltonCountyAirPollutionControl Bureau (the Bureau)upon requestduringnormal businesshours.Each certification shall be maintainedfora period oftwo(2)yearsafteritisreceived.

11.Testing of either BoilerAorBto determine the emissions of particulate matter, sulfur dioxide (SO2), nitrogen oxides(NOx),and carbon monoxide(CO)andto determine the opacity of the emissions may be requiredbythe Bureau Director.If required, these tests shall,ata minimum, consist ofandbe performed in accordance with EPA Test Methods1,2,3,4,5,6,7,9,and10,Title40 Code ofFederalRegulationsPart60, Appendix Aandin accordance with§3,the Regulation.

12.If BoilerAorB operatesinsucha mannerastoviolateany of the requirements contained in these special conditions, the owner or operator shall promptly notify the Bureau Director within twenty-four hours oftheonset of the violation,anda writtenreportshall be submittedtothe Bureau Director within seven (7)days of the onset, in accordance with§12(e), the Regulation.13.The Tennessee Valley Authorityandthe Bureau mutuallyagreeto reopen this federally enforceable certificate of operation upon promulgation ofanynewfederal requirement that would be applicabletoeither ofthetwoauxiliaryboilers iftheeffectivedate of the requirementisnot later thanthedateonwhichthis certificateisduetoexpire.14.This federally enforceable certificate of operationisnot transferablefromonepersontoanotherperson,orfromoneairpollutantsourcetoanotherairpollutantsource,orfrom one location to another location.

3.Visible emissionsfromany exhauststackthat serves the abrasive blasting operation shall not exceedten(10)percent opacityforan aggregate ofmorethanfive(5) minutesinany period of one hourormorethan twenty (20)minutesinany period of twenty-four hours.This limitation is reasonableandproper,as determinedbythe BureauDirector,in accordance with§41, Rule27.3,the Regulation.

4.Visible emissionsfromthe building or other enclosure that the abrasive blasting operation is performedinshallnotexceedfive(5) percent opacityforanaggregate ofmorethanfive(5) minutesinany period ofonehourormorethan twenty(20)minutesin any period of twenty-fourhours.This limitation is reasonableandproper,as determinedbythe Bureau Director, in accordancewith§41,Rule27.3,the Regulation.

b.The maximum allowable emissions of NOx from each of Blackout Generators 1and2are68.0 pounds/hour.c.Thesixgeneratorsshalleachbeoperatedfornomorethan204hoursduringany period of 365 consecutive days.

This emission limitation is reasonable andproper,as determinedbythe BureauDirector,in accordancewith§41,Rule27.3,the Regulation.9.Visible emissions from EmergencyGenerators1A,IB,2A,and2Bshallnotexceedtwenty(20) percent opacityforanaggregate ofmorethanfive(5)minutesinanyperiod ofonehourormorethantwenty(20)minutesinanyperiod oftwenty-fourhours,in accordance with§41, Rule3,the Regulation.

10.Visible emissions from Blackout Generators1and2 shall not exceed ten (10)percentopacityforanaggregate ofmorethanfive(5)minutesinanyperiod ofonehourormorethantwenty(20)minutesinanyperiod oftwenty-fourhours.Thislimitationisreasonableandproper,asdeterminedbytheBureauDirector,inaccordancewith§41,Rule27.3,the Regulation.11.Testing of any ofthesixgeneratorstodeterminetheemissions ofparticulatematter,sulfurdioxide(SO2),nitrogenoxides(NOx),andcarbonmonoxide(CO)andtodeterminetheopacity oftheemissionsmayberequiredbytheBureauDirector.Ifrequired,thesetestsshall,ataminimum,consist ofandbeperformedinaccordancewith EPA Test Methods1,2,3,4,5,6,7,9,and10,Title40 Code of Federal Regulations Part 60, AppendixAandin accordancewith§3,the Regulation.
