April 28, 2016 U.S. Nuclear Regulatory Commission Public Meeting Summary Title: Public Meeting with NextEra Energy Seabrook, LLC Regarding the Issuance of Alkali-Silica Reaction Related Requests (Needs) for Additional Information for the License Renewal of Seabrook Station, Unit 1.

Type of Meeting: Category 1 Purpose of the Meeting(s): The purpose of this public meeting is for NextEra Energy Seabrook, LLC (NextEra) to discuss with U.S. Nuclear Regulatory Commission (NRC) staff about (a) the staff

's request (need) for information (RAI) and (b) NextEra's plan for response to the staff's need for information and the completion of the licensing action for Seabrook Station (Seabrook) license renewal. General Details: The U.S. Nuclear Regulatory Commission (NRC) held a meeting on January 19, 2016, from 9:00 a.m. - 12:00 a.m. EST. The meetings began with an introduction, a review of meeting ground rules for category 1 meeting, and introductions of all in attendance.

Jane Marshall, Deputy Director of Division of License Renewal, provided the opening remarks emphasizing the importance of the meeting outcome for clear technical understanding between the applicant and the staff regarding the ASR issues and path

forward. NextEra and the staff engaged in technical discussion regarding the staff concerns and the SER open item regarding ASR monitoring AMP path forward as presented by NextEra. Following the discussion, the meeting was opened for the public to interact with NRC staff. Approximately 27 people participated in the meeting. No members of the public attended the meeting or participated in the call-in line (i.e., self-identified in the call-in line). Meeting participants included representatives from NextEra Energy Seabrook, LLC, NextEra corporate, MPR Associates, and NRC staff. Summary of Presentation (Meeting): The NRC Project Manager for the license renewal review of the Seabrook license renewal application provided a brief overview of the generic license renewal review process, the current status of the review for Seabrook, and the open item related to Alkali Silica Reaction (ASR). Next Era then presented their prepared slides (relative to the staff safety concerns and issues), as provided in the attachment. Significant technical points of discussion are listed below:

  • Next Era stated that all MPR/University of Texas (UT) test programs are completed, and Owner's Acceptance Review of the test reports is in progress.
  • Next Era stated that while Seabrook-specific research performed by UT was complete, the AMP would be updated include provisions to evaluate and incorporate impact of applicable future research data on adequacy of the AMP as operating experience as it becomes available. Next Era also stated that the ASR Aging Management Program (AMP) will be submitted as complete once UT research results are integrated, and it is not dependent upon ongoing industry research.

Next Era agreed to provide a thorough description as a commitment in the final safety analysis report (FSAR) supplement and the AMP operating experience section, of how applicable future research would be incorporated into the program.

  • Next Era agreed to include within the AMP a plan to provide in-plant corroboration of the methodology in MPR-4153 to correlate large-scale test results with performance of ASR-affected Seabrook structures, with a description of the methodology used.
  • The staff requested clarification whether misaligned or distorted equipment is the parameter monitored to provide indications that cracking is occurring that leads to building deformation. Next E ra stated that misaligned or distorted equipment is only used as indicator, and that that actual parameters monitored in accordance with the AMP are on the structures themselves, via measurements from combined cracking indexing, extensometers, etc. Next Era agreed to clearly indicate in the AMP what parameters will be monitored and make a clear distinction between structural and non-structural components
  • The staff stated that it expects the methodology derived from the Texas testing for use in the ASR AMP will be validated (corroborated) with data and observations obtained from Seabrook structures.
  • The staff expects that in the revised ASR AMP, the data will be presented with descriptions that are self-explanatory relative to either (a) micro-cracking or (b) global manifestations (macro-cracking, building deformation

), to avoid seemingly inconsistency in technical descriptions.

  • The applicant stated that it understands the staff's needs for further information to make a reasonable assurance determination on the ASR open item in the license renewal application review (i.e., compelling explanation). Public Participation Themes: There was no comment or question during the public interaction period. No members of the public attended the meeting or participated in the call-in line.

Next Step: The NextEra plans to have a license amendment request pre-application meeting on ASR during the month of June 2016. NextEra plans to submit the revised ASR Monitoring Aging Management Program in July 2016.
