UnitedStatesNuclearRegulatoryCommissionOfficeofPublicAffairs,RegionI475AllendaleRoadKingofPrussia,PA19401Phone:610/337-5330Fax:610/337-5241Internet:dps@nrc.govornas@nrc.govI-97-85July15,1997Contact:DianeScrenciFORIMMEDIATERELEASENeilA.SheehanNRC,GRANDVIEWHOSPITALOFFICIALSTOMEETTODISCUSSAPPARENTVIOLATIONSTheNuclearRegulatoryCommissionstaffwillmeetwithofficialsfromGrandViewHospital,inSellersville,Pa.,on Thursday,July17,todiscussapparentviolationsofNRC requirements.Thepredecisionalenforcementconference,whichis opentothepublicforobservationonly,willbeheldinthe publicmeetingroomattheNRC'sRegionIoffice,inKingof Prussia,Pa.Itbeginsat1:00p.m.TheconferenceisbeingheldtodiscussapparentviolationsfoundduringaJuneinspectionatthefacilitytolookintothe eventssurroundingacontaminatedpackagethatwassentbacktoa nuclearpharmacyonJune3.Basedontheinspection,four apparentviolationsofNRCrequirementswerefound:failureto ensurethatexternalremovablecontaminationonthepackagewas withinregulatorylimits,releaseofapackagewithfixed contaminationinexcessoftheregulatorylimits,failureto conductdailyradiationlevelsurveysandweeklyremovable contaminationlevelsurveysofthenuclearmedicinehotlab floor,andthefailureoftheradiationsafetyofficertoensure thatradiationsafetyactivitieswerebeingperformedin accordancewithapprovedproceduresandregulatoryrequirements.ThedecisiontoholdapredecisionalenforcementconferencedoesnotmeanthattheNRChasdeterminedthataviolationhas occurredorthatenforcementactionwillbetaken.Rather,the purposeistodiscussapparentviolations,theircausesand safetysignificance;toprovidethelicenseeanopportunityto pointoutanyerrorsthatmayhavebeenmadeintheNRC inspectionreport;andtoenablethelicenseetooutlineits proposedcorrectiveactions.Nodecisionontheapparentviolationswillbemadeatthisconference.ThosedecisionswillbemadebyseniorNRCofficials atalatertime.
