Document Control Desk SPS/LIC-CGL RO Washington, D.C. 20555-0001 Docket Nos.: 50-280/281 License Nos.: DPR-32/37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 WITHDRAWAL OF 10CFR50 APPENDIX R EXEMPTION REQUEST REACTOR COOLANT PUMP OIL COLLECTION SYSTEM By a letter dated December 10, 2012 (Serial No.12-452) and pursuant to 10CFR50.12, Virginia Electric and Power Company (Dominion) requested an exemption from the requirements of 10CFR50, Appendix R, Section 111.0 for Operating Licenses DPR-32 and DPR-37 for Surry Units 1 and 2, respectively.

Section 111.0 requires that the Reactor Coolant Pumps (RCPs) be equipped with an oil collection system (OCS) if the containment is not inerted and that the collection systems be capable of collecting lube oil from all potential pressurized and unpressurized leakage sites in the RCP lube oil system. The purpose of the Surry exemption request was to 1) address the potential for minor, uncollected oil misting from the RCP motors and 2) provide the basis for the acceptability of the RCP OCS to route the discharge from the collection trays for the stator coolers to flow to the Control Rod Drive Mechanism cooler drain system (to the containment sump).A conference call was held on Thursday, January 24, 2013 between the NRC and Dominion to discuss the Surry Appendix R exemption request associated with the RCP OCS. The purpose of the call was for the NRR Fire Protection (FP) Branch technical reviewer to advise Dominion of the reviewer's reasoning for the exemption request not being necessary for Surry. The NRC reviewer stated that, based on his cursory review, the exemption request appeared to be technically sound and well reasoned.

However, the reviewer stated that since Surry has not actually experienced RCP oil misting or pooling, contrary to what previously occurred at North Anna, there was no need for the exemption at Surry. Dominion stated the exemption request was submitted as a proactive measure in the event that oil misting occurred sometime in the future.Based on this feedback from the NRC, Dominion is withdrawing the Surry Appendix R RCP OCS exemption request, which was transmitted by our December 10, 2012 letter.ONO 17 /17 Serial No. 12-452A Docket Nos. 50-280/281 Page 2 of 2 If you have any questions or require additional information, please contact Mr. Gary D.
