Emergency Plan Implementing Procedure Arkansas Nuclear One - Units 1 and 2 Docket Nos. 50-313, 50-368, and 72-13 License Nos. DPR-51 and NPF-6

Dear Sir or Madam:

In accordance with 10 CFR 50.4(b)(5), 10 CFR 50.54(q)(5), 10 CFR 72.4, and 10 CFR 72.44(f),

the Arkansas Nuclear One (ANO) Emergency Plan (EPlan) Emergency Action Level (EAL) Classification procedure has been revised and is included in attachment to this letter. The screening and/or evaluation concluded that the changes do not reduce the effectiveness of the EPlan, and the EPlan continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.

The revision affects the EAL RCB3 Basis, which is associated with the Reactor Coolant System fission product barrier Containment Building radiation monitoring indication. Currently, the high range radiation monitors are considered invalid during the first 15 minutes of a containment temperature change that could affect the monitor's output due to thermally induced current. The revision provides the flexibility to determine if the monitor is valid or invalid based on other

parameters, buy replacing the invalidity statement with the following:

NRC Information Notice 97-045 Supplement 1 identifies the potential for erratic indications from the high range radiation monitors (HRRMs) as a result of thermally induced currents (TIC) which may cause the HRRM to read falsely high (for approximately 15 minutes) on a rapid temperature increase, and fail low intermittently on a rapid temperature decrease. Because of this phenomenon, any trends or alarms on the HRRM's should be validated by comparison to the containment low range/area radiation monitors and Air Monitoring Systems trends before actions are taken.

Reference to the above NRC Information Notice is also added to Step 3.1.8 of the reference section of the procedure (administrative change only). In addition, the EAL RCB3 Basis was previously contained on two separate pages (Pages 118 and 119). In Revision 53, the EAL is now formatted to be displayed on Page 119 in its entirety. This is an administrative change only. The new basis wording for the HRRMs continues to support the determination of RCB3
