'5~4%eJ Signature of Responsible Official Date l663m/9 accordanco with a system of tho person or persons who the best of my knowledge and including the possibility of ADEH FORM 261 (8)I/88 ok/'o 0 t 11 ATTACHMENT 2 NONCOMPLIANCE NOTIFICATION Descri tion of Dischar e and Cause of Noncom liance: The discharge covered by this notification is DSN 011, Permit IP AL002280, Treated Domestic Wastewater Effluent to the Tennessee River from the Browns Ferry Nuclear Plant (BFN).The cause of the noncompliance was thought to be a die off of~an algae bloom in the sewage lagoons which lead to an increase in tge biological oxygen demand (BOD)in the lagoons.Discussions with water treatment experts in TVA indicate that this is an historical problem with sewage lagoons of the type present at BFN, and is especially common during the spring of the year.Period of Noncom liance: The sewage lagoon was isolated on 02/13/90 due to rising BOD levels.The lagoon remained isolated until 05/14/90 when heavy rainfall filled the lagoon thereby requiring a discharge.
A non-operational BOD sample was taken on 05/07/90, and showed a value of 25 mg/l.Based on this value it was assumed the lagoon's discharge was in compliance.
The normal operational BOD sample was taken on 05/23/90 and results reported to BFN on.05/30/90.The results of the 05/23/90 sample was 62 mg/l which exceed the 45 mg/l daily maximum and the 30 mg/l monthly average.Because of the time inter val between samples the exact durahion of noncompliance cannot be determined, however the maximum duration would be 17 days (05/14-05/31).
Ste s Taken to Eliminate the Noncom liance and Prevent Reocurrence:
Discharge from the lagoon was stopped at 0800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> on 05/31/90 and the lagoon remains isolated.Baring excessive rainfall, the lagoon will remain isolated until weather conditions stabilize the algae populations in the ponds.In the event a discharge is necessary due to excessive rainfall, the discharge will be taken from the 3 foot level in the pond.This should pull water from below the maximum algae concentrations which are normally found.in the top few inches of the water column.Page 1 of 1 0020N I~,~
