Thepurposeoftheseamendments wasdiscussed onNovember6,1991inameetingbetweenNRCmanagement andSt.Luciemanagement personnel.

Sincethemid-1980s, FPLhashadinplaceareactortripandplanttransient reduction programwhichhasgreatlyreducedthenumberofreactortripsatSt.Lucie.TheMTCandFLCEAproposedamendments are.acontinuation'f thisprogram.Whiletheassociated surveillances todatehavenotcausedreactortrips,theyeachhaveledtodroppedcontrolelementassemblies, eventsthatweconsiderpotential reactortripprecursors.

Therefore, FPLfeelsthatitisimportant tocontinueeffortsonthesetypesofimprovements toreducechallenges tosafetysystems.FPLoriginally submitted theMTCproposedamendment onDecember22,.1987.Thisproposedamendment wouldremovetherequirement fora300ppmboronMTCsurveillance ifsatisfactory resultswereobtainedearlierinthefuelcycle.Thissurveillance, whichisaninfrequent evolution, placesthereactorinanabnormalconfiguration andexposesittothepotential fordroppedCEAs.Znfact,aCEAwasdroppedwhilemovingCEAsduringthemostrecentSt.LucieUnit1surveillance.

TheNRChasreviewedthisamendment extensively, anditisourunderstanding thatitwasfoundacceptable fromatechnical standpoint.

Thischangeinfrequency issupported indraftNUREG-1366 "Improvements toTechnical Specification Surveillance Requirements".

FPLiscontinuing ourimprovement processfortripandtransient reduction andisplanningtosubmitotheramendments thatwouldalsoreducetheriskforreactortripsandtransients.

Oneamendment wouldprovide'for bypassing ofaHighStartupRatetripchannelforperiodslongerthan48hoursonSt.LucieUnit1.Wearealsopursuinganamendment toincreasetheLossofLoadenablesetpointfrom15%to254.1Insummary,FPLisconcerned thatthesafetyimprovement associated withtheseTechnical Specification changeswill.notoccuriftheseamendments arenotreviewedontheirowntechnical meritandtheoverallcontextinwhichtheyarebeingsubmitted.

FPLrequeststhat,theNRCreconsider theirdenialsandreviewtheMTCandFLCEAproposedamendments.
