Enforcement conferences (EC) were held with TVA May 28, May 30, and June 19, 1986. The May 28 EC concerned the continuing breakdown in management controls for Browns Ferry as demonstrated by multiple examples 1 of violations identified since August 1985 involving seismic criteria; ,

10 CFR 50, Appendix B, Criteria III, V, and XVI; and a 10 CFR 50.59 y' 70 evaluauon. ine-May*B8 EC involved inadequate surveillance testing to demonstrate Technical Specification requirements. The June 19 EC concerned intimidation and harassment of an employee who identified and reported safety concerns.  :
