NOTICE OF NO OBJECTION FOR PRELIMINARY AMENDMENT REQUEST , "POWER OPERATED RELIEF VALVE (PORV) NOISE MITIGATION (PAR-18-02 1)," FOR THE VOGTLE ELECTRIC GENERATING PLANT UNIT S 3 AND 4 (EPID L-2018-LLA-0 225)
Dear Mr. Whitley:
By letter dated October 19, 2018 , Southern Nuclear Operating Company (SNC) submitted Preliminary Amendment Request (PAR) 1 8-0 2 1 (Agencywide Documents Access and Management System (ADAMS) Accession N

). SNC notified the U.S. Nuclear Regulatory Commission (NRC) that absent NRC
's objection, pending the outcome of the NRC's detailed technical review of Licen se Amendment Request s (LAR) 18-0 2 1 and LAR 18
-021R1 (ADAMS Accession No
- s. ML1 8 2 22 A 59 9 and ML18284A447), S NC will proceed with selected activities outlined in Section 7 of the enclosure to PAR 18-02 1 consistent with requested changes in LAR 18-02 1. As required by License Condition 2.D.(1)
, the NRC has received LAR 18-02 1 , referenced in PAR 18-02 1. The staff has evaluated L AR 18-02 1 and has determined that there is sufficient information to accept the LAR for detailed technical review in a letter dated August 31, 20 18 (ADAMS Accession No.
ML18243A033
). The NRC staff has determined that PAR 18-02 1 contained sufficient information on the impact of the proposed plant change on associated Inspections, Tests, Analyses, and Acceptance Criteria. In addition, the NRC staff reviewed the scope of the PAR and found that it is consistent with the changes from the current licensing basis as requested in LAR 18-02 1 as supplemented. Therefore, the NRC has no objection to SNC proceeding with the construction of the proposed plant change s identified in Section 7 of the enclosure to PAR 18-02 1 , pending the outcome of the NRC's detailed technical review of LAR 18-02 1. NRC staff expects that if LAR 18-02 1 is denied , SNC will return the plant to its current licensing basis as required by License Condition 2.D.(1)(b).
