OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, AUGUST 30, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on August 30, 2018. The purpose of the meeting was to discuss issues associated with the safety review of license amendment request LAR 021, Power Operated Relief Valve Noise Mitigation, for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18201A220. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. J. Dixon-Herrity Summary of Meeting:

On August 30, 2018, the NRC staff conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing action LAR 18-021, Power Operated Relief Valve Noise Mitigation, for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) the potential for SNC to submit earlier than originally estimated a Preliminary Amendment Request (PAR) for this LAR, and (2) clarifications the staff required prior to completing the acceptance review of LAR 18-021 for VEGP Units 3 and 4.

The first discussion item was the PAR. SNC described the scope of the LAR and the changes to the COL and plant-specific DCD that are being requested. SNC stated that the PAR would be sent to NRC for review by November 16, 2018.

The second item was the clarifications needed by the staff to complete the required acceptance review of LAR 18-021. The staff described areas of the review where information on the scope and extent of calculations were changed but not described in the LAR as well as a specific description of the impact of the proposed change on safety-related structures systems and components so that the staff can assess the impact that changing loads would have on VEGP structures. SNC addressed staff comments and questions and committed to provide the information in a submittal in the near future. The staff responded that once the revised calculations are identified, some may be subject to a NRC regulatory audit. Outside of the NRCs acceptance review, the staff relayed to SNC other review-related questions that it will be likely to request additional information at a later time, such as: the impact of the proposed changes to the pipe break hazard analysis and the reasons for the statements contained in the LAR regarding Helmholtz resonance causes and confidence that the proposed change addressed the root cause.

At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public. The meeting ended at 10:11 a.m.
