RE:St.LucieUnit2DocketNo.50-389ProposedLicenseAmendment ReactorCoolantSstemInaccordance with10CFR50.30, FloridaPower&LightCompanysubmitsherewiththreesignedoriginals andfortycopiesofarequesttoamendAppendixAofFacilityOperating LicenseNPF-16.Thisamendment issubmitted tomodify-the.surveillance requirements ofthePressurizer associated withtheReactorCoolantSystem.Theexistingdesignforthecontrolofpressurizer heatercircuitbreakers, automatically shedstheheatersfromtheemergency powerbusesonlossofoffsite.power(LOOP)oronLOOPcoincident withsafetyinjection actuation signal(SIAS).TheheaterbanksBlandB4canbe,reconnected totheemergency powersources(dieselgenerator),

manuallyfromthecontrolroomonlyifSEASisnotpresent.Presently, thetechnical specifications (T.S.4'.3.3.b)requiresthepressurizer heaterstobemanuallyconnected tothesafetybusesfrominsidethecontrolroomunderanEngineered SafetyFeaturesActuation Signal(ESFAS)concurrent withaLOOP.Thisscenarioishowevernotinaccordance withtheFSARcommitments (FSARSection1.9A.II.E.3.1) andtherequirements ofNUREG0737Section~II.B.3.1Emergency PowerSupplyforPresurizer Heaters.NUREG0737requiresthatthepressurizer heatersbemanuallyconnected totheemergency powersourceandtheSIASberesettopermitoperation oftheheaters.Consequently, bythisamendment weproposethatparagraph 4.4.3.3.b berevisedtoreflecttoaboverequirement.
