"'I$,'tt>>1IL'IIII,Itt~II't'IVtt St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentAirLockutomaticTesterATTACHMENT1EVALUATIONOPPROPOSEDTSCHANGES St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentAirLockAutomaticTesterL-95-040Attachment1Page1of2EVALUATIONOPPROPOSEDTSCHANGESIntroductionFloridaPowerandLightCompany(FPL)requeststhatAppendixAofFacilityOperatingLicenseDPR-67forSt.LucieUnit1(PSL1)andNPF-16forSt.LucieUnit2(PSL2)berevisedtodeletereferencestotheautomatictesterforthecontainmentpersonnelairlock.FPLhasdiscontinuedusingtheautomaticleakagemeasurementsystemsandhasnoplanstousetheminthefuture.Thesystemsarenotsafetyrelatedandarescheduledforremovalinaccordancewithapprovedplantprocedures.PSL1andPSL2ProosedTechnicalSecificationTSChanesTS3/4.6.1.3providesoperabilityandsurveillancerequirements(SR)forthecontainmentairlocksand,inpart,requiresthatsealleakagebedeterminedbyprecisionflowmeasurementwhenthevolumebetweenthedoorsealsispressurizedtothespecifiedpressure.Specifically,SR4.6.1.3.a.lstates(PSL2valueinparenthesis):"Forthepersonnelairlock,greaterthanorequaltoP39.6(41.8)psigforatleast15minutesifnottestedwiththeautomatictester."ForSR4.6.1.3.a.1:Deletethewords,"ifnottestedwiththeautomatictester"BackroundApprovedplantproceduresareusedtoperformairlocktestingandincludespecificinstructionsfortheuseofaportablelocalleakrate(LLRT)cart,ortheautomaticleakratetester,tochecktheintegrityofthesealsforpersonnelairlockinnerandouterdoors.EithertestmethodiscapableofdemonstratingoperabilitypursuanttoSR4.6.1.3.a.l.EachPSLunithasanautomatictesterthatisdesignedasadedicatedsystemtoautomaticallyinitiateatestsequenceupondoorclosure,orbymanualswitchactuation.Thesystemfunctionistopressurizetheintra-sealvolumetoapresetpressureand St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentAirLockAutomaticTesterL-95-040Attachment1Page2of2monitortheairflownecessarytomaintainthatpressure.Alltimingfunctionsandcalibrationvaluesformeasuringleakageareuserprogrammable.Leaktest"trouble"alarmsareactuatedinthecontrolroomtoannunciateatestfailureand/orfailureofthesystemtooperateproperly.ThesamemodelautomatictesterisinstalledateachPSLunit.Thetesterisnotsafetyrelated,isnotusedtomaintainairlockintegrity,andthetubinginstalledtopressurizetheintra-sealvolumedoesnotpenetratethecontainmentatmosphereboundary.BasesfortheProosedChanesPersistentdifficultieshavebeenexperiencedwithoperationoftheautomatictestingsystemsforthecontainmentpersonnelairlocksforbothSt.LucieUnits1and2.Theseoperationaldifficultiesincludeinitiationofdistracting"nuisancealarms"inthecontrolroomsand,asaresult,thesystemsarenolongerused.FPLhasnoplanstousetheautomatictestersinthefuture,andhasscheduledthemforremovalusingapproved,plantconfigurationcontrolprocedures.TS3/4.6.1.3specifiesLimitingConditionsforOperation(LCO)fortheContainmentAirLocks.Surveillancetestingofairlocksealsprovidesassurancethattheoverallairlockleakagewillnotbecomeexcessiveduetosealdamageduringtheintervalsbetweenleakagetests.Therequiredtestintervals,testpressure,andleakageacceptancecriteriaarenotbeingchangedbytheproposedlicenseamendment.Thecontainmentpersonnelairlockautomaticleakratetesterisonlyonemethodofverifyingsealleakage.Automatictestingisnotrequiredtodemonstrateoperabilityoftheairlocks,orotherwiserequiredtocomplywiththespecificationsoftheLCO.ConclusionTheproposedTSrevisiondoesnotaltertheoperabilityrequirementsforthecontainmentairlocks;rather,onlythereferencetoanautomatictester(whichisnotrequiredforcompliancewiththetestcriteria)willbedeleted.Therefore,FPLconsiderstheproposedchangetobeadministrativeinnature.

St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentAirLockAutomaticTesterATTACHMENT2DETERMINATIONOFNOSIGNIFICANTHMARDSCONSIDERATION St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentAirLockAutomaticTesterL-95-040Attachment2Page1of2DETERMZNATZONOPNOSZGNZPZCANTHAZARDSCONSZDERATZONPursuantto10CFR50.92,adeterminationmaybemadethataproposedlicenseamendmentinvolvesnosignificanthazardsconsiderationifoperationofthefacilityinaccordancewith.theproposedamendmentwouldnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or(3)involveasignificantreductioninamarginofsafety.Eachstandardisdiscussedasfollows:(1)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Theproposedamendmentisadministrativeinnatureinthattherevisionwilleliminatethewordingassociatedwithoptionaluseofthepersonnelairlockautomaticleakagetester.TherequirementfortestingthepersonnelairlockatapressuregreaterthanorequaltoP,foratleast15minutesremainsunchanged.Theacceptancecriteriaofpersonnelairlocksealleakagelessthan0.01L,isalsounchanged.Theautomaticleakagetesterisnotanaccidentinitiatornorapartofthesuccesspath(s)whichfunctiontomitigateaccidentsevaluatedintheplantsafetyanalyses.Theproposaldoesnotinvolveanychangestotheconfigurationormethodofoperationofanyplantequipmentthatisusedtomitigatetheconsequencesofanaccident,nordoesitalteranyassumptionsorconditionsintheplantsafetyanalyses.Therefore,operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.(2)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Theproposedamendmenttoremovethereferencetothepersonnelairlockautomatictesterfromthetechnicalspecificationswillnotintroduceanynewfailuremodesorsysteminteractions,norwillit St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentAirLockAutomaticTesterL-95-040Attachment2Page2of2requiretheinstallationofanynewormodifiedequipment.Therequirementtoleaktestthepersonnelairlockswillnotbechanged.Thus,operationofthefacilityinaccordancewiththeproposedamendmentwouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.(3)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantreductioninamarginofsafety.Theproposedamendmentisadministrativeinnatureinthatiteliminatesthereferencetothepersonnelairlockautomaticleakagetesterbutdoesnotalterthesurveillanceandacceptancecriteriaforsuchtesting.Sealleakagetestingisperformedinaccordancewithanapprovedplantprocedurewhichallowsuseofeitheranautomatictesteroraportabletestingcart.Theautomaticleakagetesterisnotusedtoactuatesafetyrelatedequipment,provideinterlocks,orperformplantcontrolfunctions.Theconditionsevaluated-intheplantaccidentandtransientanalysesdonotinvolvethistester.Theproposedchangedoesnotalterthebasisforanytechnicalspecificationthatisrelatedtotheestablishmentof,orthemaintenanceof,anuclearsafetymargin.Therefore,operationofthefacilityinaccordancewiththeproposedamendmentdoesnotinvolveasignificantreductioninamarginofsafety.BasedontheabovediscussionandthesupportingEvaluationofTechnicalSpecificationchanges,FPLhasdeterminedthattheproposedlicenseamendmentinvolvesnosignificanthazardsconsideration.
