The Policy Statement has been developed in order to pro-vide you with the Commission's position regarding the quality assurancerequirements, particularly the maintenance, preservation and documentationrequirements for deferred plants, and to state how new regulatory staff posi-tions will be applied to deferred plants that are reactivated.The Policy Statement does not include any new regulatory requirements. TheNRC staff has applied the regulations and guides, listed in the Statement, tothe deferral and reactivation of previously deferred plants. The Statementhas been prepared to combine the regulatory requirements applicable to deferraland reactivation in order to provide a focus for this activity and a level ofstability and predictability to the regulatory process in this area.Any questions regarding this statement should be directed to Theodore S.
