TO ALL HOLDERS OF CONSTRUCTION PERMITS FOR A NUCLEAR POWER PLANT
SUBJECT: POLICY STATEMENT ON DEFERRED PLANTS (GENERIC LETTER 87-15)
The purpose of this letter is to provide you with a copy of a Policy Statement on Deferred Plants. The Policy Statement has been developed in order to provide you with the Commission's position regarding the quality assurance requirements, particularly the maintenance, preservation and documentation requirements for deferred plants, and to state how new regulatory staff positions will be applied to deferred plants that are reactivated.
The Policy Statement does not include any new regulatory requirements. The NRC staff has applied the regulations and guides, listed in the Statement, to the deferral and reactivation of previously deferred plants. The Statement has been prepared to combine the regulatory requirements applicable to deferral and reactivation in order to provide a focus for this activity and a level of stability and predictability to the regulatory process in this area.
