4 Att: chm:nt 1 JAFP-99-0278 Summary of ITS Revision C Revision C to the FitzPatrick Plant improved Technical Specification (ITS) Submittal reflects changes to the current Technical Specifications (CTS) contained in License Amendment 253 and the withdrawal of proposed changes to CTS concerning inservice Leak and Hydrostatic Testing Operation. The correction of a number of minor errors have also been included in this revision.

Revision bars are in the right hand margin adjacent to the revised typewritten text of Discussion of Change (DOC), No Significant Hazards Consideration (NSHC), and Justification for Differe1ce (JDF) arvj clean-typed ITS Specification and Bases pages.

Revision bars and the letter "C" within a triangle (

) are in the right hand margin adjacent to revised handwritten text of CTS markup, NUREG markup, and NUREG Bases markup pages. All revised pages (ir.cluding those pages revised solely due to "page roll" are also identified with either " Revision C" or "lTS Submittal Rev. C" at the bottom of the page.

The following portions of the ITS submittal required revision to reflect License Amendment 253:
