By letter dated March 2,1987, you submitted an application to revise Brunswick Steam Electric Plant, Units 1 and 2, Technical Specifications 3.0.3 and 3.0.5.

These proposed amendments involve changes to the definition of OPERABLE in Section 1.0 and 3.8.1.1 and the BASES sections, as well as Sections 3.0.3 and 3.0.5.

In our review of this amendment application, we find that we need the information requested in the enclosure to complete our review.

Please respond to this request within 30 days of receipt of this letter.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION CONCERNING A TECHNICAL SPECIFICATION AMENDMENT RE0 VEST DATED MARCH 2, 1987 BRUNSWICK UNITS 1 AND 2 1.

Specification 3.0.5 requires that all redundant systems, subsystems, trains, components, and devices must be operable while the proposed action items a2 and b2 for Specification 3.8.1.1 reduces this requirement from all redun-dant systems to caly systems associated with one division that depend on the remaining offsite circuit or diesel generator as a source of power.

Provide a justification for reducing the requirements of specification 3.0.5.

When one offsite circuit is inoperable, the licensee has proposed to change action item a2 of Specification 3.8.1.1 such that only one diesel generator not currently running need be verified operable versus all four diesel gen-erators.

Provide justification for the proposed change.

3.

Action items a2, b2, c1, dl, and el of Specification 3.8.1.1 require df esel generators to be started and load tested. The licensee's proposed change removes the load test part of this requirement. Justify the elimination of load testing.

4.

The definition included as part of action b of Specification 3.8.1.1 for the length of time a diesel generator must be considered inoperable has been removed.

Provide justification.

5.

The term " required" has been added to action items bl and c4 of Specifica-tion 3.8.1.1 to describe the two A.C. offsite sources. Describe the purpose and justification for adding the term.

Action items c3 and c4 of Specification 3.8.1.1 have been combined and the first sentence of action items c3, c4, d3, and e3 of Specification 3.8.1.1 have been removed.

Describe the purpose and justification for the proposed changes.

7.

The requirements to go to cold shutdown within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after reaching Hot Shutdown has been removed from action item d2 of Specification 3.8.1.1 Justify the removal of this requirement.

8.

In action item el of Specification 3.8.1.1, the term " power sources" has been replaced with the term " circuits."
