The Semiannual Effluent and Vaste Disposal Report is a detailed > listing of radioactivity released from the Davis-Besse Nuclear Power Station during the period from' January 1, 1990 through June 30, 1990.

This= report provides the following information:

Summation of the quantities of radioactivity released in gaseous and liquid effluents, Summation of the quantities of radioactivity contained in solid vaste packaged and shipped for offsite disposal at federally approved sites,

-and A listing of all radioactive effluent monitoring instrumentation required by Technical. Specifications, but which was inoperable for more than 30 days.

During this reporting period, there vere no changes to the Offsite Dose Calculation Manual, Process Control Program, or to the locations used for dose calculations and environmental monitoring. Environmental samples were available from the normal collection locations during this reporting period.

During the normal operation of a nuclear power station, a small amount of radioactivity is found in gaseous and liquid vastes. The station's vaste processing systems provide for the storage and recycling of vastes, and removal of most of the radioactivity present. The U.S. Nuclear Regulatory Commission-(NRC) requires nuclear power stations be designed, constructed and operated so as to keep the amount of radioactivity released to unrestricted areas as lov as reasonably achievable, ALARA. To ensure this objective is met, limits have been established governing the release of radioactivity.

The dose to the public is calculated for each release using the concentration of radioactivity and the weather conditions present at the time of release. -During the period of January 1 through June 30, 1990, the maximum individual ofIsite dose due to radioactivity released in effluents was approximately:

Liquid Effluents:

0.163 mrem, whole body 0.229 mrem,-liver Gaseous Effluents:

Noble Gas:

0.031 mrem, whole body 0.085 mrem, skin 1 ,

Iodine-131, Tritium, and Particulates with Half-lives Greater Than 8 Days 0.003 mrem, whole body 0.022 mrem, thyroid.

These doses are only a small fraction of the limits set by the NRC in the Davis-Besse Technical Specifications. The highest whole body dose to the public during this semiannual period was approximately 0.163 mrem due to radioactivity released in liquid effluents. This represents approximately 2.0% of the annual Technical Specifications dose limit for a member of the public. The offsite gamma and beta air doses due to radioactivity released in gaseous effluents vere even smaller; each was less than 0.3% of the annual Technical Specifications dose limits.

Prior to the 1990 outage, a small primary to secondary leak existed in one of the two steam generators. As a result, there exist several additional normal release pathvays. For gaseous effluents, these pathways include the auxiliary feed pump exhaust, the main steam safety system and the atmospheric vent valve system. For liquid effluents, the additional pathways include the Turbine Building drains via the settling basins. Releases which occurred via these pathways are included in the normal release tables in this report.

The gaseous release associated with the reactor trip which occurred on January 26, 1990 was quantified and included in the normal release tables of this report.

There were three inadvertent discharges to the Training Center Pond during this reporting period. The first discharge was the result of an improper valve lineup from the Condenser Pit on February 7, 1990. The second discharge was due to an overflow of the secondary side of a steam generator on May 24, 1990. The third discharge occurred on May 30, 1990 when a condensate storage tank vas overfilled. The water discharged to the Training Center Pond has not been released from the site and hence, does not constitute a release. Only those releases which are an unplanned or uncontrolled release of radioactive material from the site boundary are considered te be abnormal releases.

A review of the effluent monitoring data since Davis-Besse began operating in 1977, indicates radioactivity released in gaseous and liquid effluents has consistently been vell below the release limits. Figures 1 and 2 present a comparison of the Technical Specifications dose limits and the calculated offsite doses due to radioactivity released in gaseous and liquid effluents, respectively, over the last four years. The January through June 1990 dose due to the release of radioactivity in liquid effluents is higher than in previous years due to the added dose from the release of secondary side water via the North Settling Basin and the conservatism of the dose calculations involved.

However, the dose has remained a small fraction of the annual Technical Specifications dose limits. These graphs illustrate that Davis-Besse has maintained doses to the public vell below the limits.

SUPPLEMENTAL INFORMATION

1. REGULATORY LIMITS A. Gaseous Effluents 1.- Dose rates due to radioactivity released in gaseous effluents from the site to areas at'and beyond the site boundary shall be limited to the followings
a. Noble gases:- Less than or equal to 500 mrem / year to the total body.

- Less than-or equal to 3000 mrem / year to the skin.

b. Iodine-131, tritium, and all radionuclides in particulate form-with half-lives greater than 8 days -

- Less than or equal to 1500 mrem / year to any organ.

2. Air dose due to noble gases released in gaseous effluents to areas at and beyond the site boundary shall be limited to the following
a. Less than or equal to 5 mrad for gamma radiation and less than or equal to 10 mrad for beta radiation during any calendar quarter.
b. Less than or equal to 10 mrad for gamma radiation and less than or equal to 20 mrad for beta radiation during any calendar year.
3. Dose to a member of the public from iodine-131, tritium, and all radionuclides in particulate form with half-lives greater than 8 days in gaseous effluents released to areas at and beyond the site boundary.

B. Liquid Effluents

1. The concentration of radioactivity released in liquid effluents to unrestricted areas shall be limited to the concentrations specified in Title 10 of the Code of Federal Regulations, Part 20 (Standards for Protection Against Radiation), Appendix B, Table II, Column 2, for radionuclides other than dissolved or entrained noble gases. For dissolved or entrained noble gastc, the concentration shall be limited to 2.0E-04 microcurle/ milliliter (pC1/ml) total activity.

2. The dose or dose commitment to a member of the public from radioactivity in liquid effluents released to unrestricted areas shall be limited tot

2. MAXIMUM PERMISSIBLE CONCFRTRATION A. Liquids
1. The maximum permissible concentrations (MPC) for liquids are those l listed in 10 CFR 20, Appendix B. Table II, Column 2, with the most restrictive MPC being used in all cases. For dissolved and entrained J gases the MPC of 2.0E-04 uC1/ml is applied. This MPC is based on the Xe-135 HPC in air (submersion dose) converted to an equivalent l concentration in water as discussed in the International Commission on Radiological Protection (ICRP),-Publication 2. ,

l B. Gaseous l

1. The maximum permissible dose rates for gaseous releases are defined in plant Technical Specifications,
n. Technical Specification 3.11.2.1.a (Dose rate at site boundary t from gaseous effluents in the form of noble gases):

- Less than or equal to 500 mrem / year to the total body,

- Less than or equal to 3000 mrem / year to skin.

b. Technical Specification 3.ll.2.1.b (iodine-131, tritium, and particulates with half-lives greater than 8 days):

- Less than or equal to 1500 mrem / year to any organ.

3. AVERAGE FRERGY The Davis-Besse Technical Specifications limit the dose equivalent rates due to the release of fission and activation products to less'than or equal to 500 mrem / year to the total body and less than or equal to 3000 mrem / year to the skin. Therefore, the average beta and gamma energies (E) for gaseous effluents as described in Regulatory Guide 1.21, "Heasuring, Evaluating, and Reporting Radioactivity in Solid Vastes and Releases of Radioactive Materials in Liquid and Gaseous Effluents from ,

Light-Vater-Cooled Nuclear Power Plants," is not applicable.

4. MEASUREMENTS AND'APPROIIMATIONS OF. TOTAL ACTIVITY A. Fission and Activation Gases:
1. These gases, excluding tritium, are collected in a marinelli beaker specially modified for gas sampling, steel bombs,-or glass vials and are counted on a germanium detector for principal gamma emitters.

Detected radionuclides are quantified via computerized gamma spectroscopy.

Table 9, Section A, of this Semiannual Report presents the maximum dose computed from the release of radioactive noble gas in effluents for each quarter _and the dose resulting from the release of radioactive iodine, tritium, and particulates in gaseous effluents. Doses resulting from the release of radioactivity in liquid effluents are presented in Tabic

9. Section B. As stated in Table 9. Section C, there were no abnormal releases during this reporting period.
9. DOSE TO PUBLIC DUE TO ACTIVITIES INSIDE THE SITE BOUNDARY In accordance with Technical Specification 6.9.1.11, the Semiannual Effluent and Waste Disposal Report, submitted within 60 days after January 1 of each ,

year, shall include an assessment of radiation doses from radioactivity i released in liquid and gaseous effluents to members of the public due to their activities inside the site boundary.

In special instances, members of the public are permitted access to the radiologically controlled area vithin the Davis-Besse station. Tours for the public are conducted with the assurance that no individual vill receive an appreciable dose due to radioactivity released in gaseous or liquid effluents (i.e., not more than a small fraction of the 40 CPR 190 dose standards).

The Visitor Center located inside the Davis-Besse Administration Building-(DBAB) is also accessible to members of the public. Considering the frequency and. duration of the visits, the resultant dose vould be a small fraction of the eniculated maximum site boundary dose. The dose from-gaseous effluents as modeled for the DBAB Visitor Center is considered the controlling factor when evaluating doses.to members of the public from activitles inside the site boundary. For purposes of assessing the dose to members of the public in accordance with Technical Specification 6.9.1.11, the following exposure assumptions may be used:

- Exposure time for maximum exposed visitor of 20 hourc (4 visits, 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> per visit).*

- Annual average meteorological dispersion (conservative, default use of maximum site boundary dispersion).

The equations in the Offsite Dose Calculation Manual (ODCH) may be used for calculating the potential dose to a member of the public for activities inside the site boundary. Based on these assumptions, this dose vould be at least a factor of 400 less than the maximum site boundary air dose as calculated in the ODCH.

There are no arer.s onsite accessible to the public where exposure to liquid effluents-could occur. Therefore, the modeling of the ODCM conservatively estimates the maximum potential dose to members of the public.

10. INOPERABLE RADIOACTIVE EFFLUENT MONITORING EQUIPMENT The following radioactive effluent monitoring equipment, required to be operable by Davis-Besse's Technical Specifications Sections 3.3.3.9 and 3.3.3.10, was inoperable for more than 30 days during this reporting period.

Waste Gas System Monitors RE-1822A & 1822B vere declared inoperable on February 9 and 8, 1990, respectively. These monitors were inoperable due to their inability to be tested while the system was shut down. Upon plant heatup,. testing of RE-1822 A & B proceeded and the monitors were declared operable on June 22 and June 20, 1990, respectively.

Total Dilution Flow Computer Point F-201 vas declared inoperable on March 3, 1990 due to failure of the flov element for F-886. It was inoperable for greater than 30 days due to outage scheduling and availability of parts.
