15. Page 2-11, Section 2.2, first paragraph, sentence four, changed from "The "on-shift" response organization consists of the plant duty shift and other plant personnel as available who are responsible..." to "The on-shift" response consists of shift operators, the plant duty shift and other trained plant personnel as available who are responsible..."; this change clarifies that the on-shift ERO consists of operators, the plant duty shift and other available personnel that are ERO qualified, this change does not decrease the effectiveness of the Emergency Plan.

Merely knowing that a replacement is present does not constitute a release from emergency duties and responsibilities"; this change reflects the change in terminology away from emergency teams and clarifies that position turnover willbe under the direction of the EC or facility supervisor which strengthens the control of this activity, and therefore, this change does not decrease the effectiveness of the Emergency Plan.
31. Page 2-19, Section 2.2.2, Plant Staff Emergency Assignments, B, added the following new paragraph one "The Expanded Emergency Response Organization is composed of operations personnel and ERO personnel to man the TSC, OSC, and EOF, as necessary."; this change allows for consistent wording regarding the description of the ERO with the initial paragraph in this Section (2.2), this change does not decrease the effectiveness of the Emergency Plan.
32. Page 2-19, Section 2.2.2, Plant StaQ'Emergency Assignments, B, 1, changed to number 2 and changed "... Primary Emergency Response Organization members..." to "... alternate ERO members..." and capitalized "o" in "On-shift"; the numbering and case change are editorial, the a:iaplanr32

Page 2-22, Section 2.2.2, 3, second paragraph, sentence two, changed" Emergency Operations Facility (EOF) personnel should be notified and placed in a standby status or mobilized as determined by the RM." to "The RM should place the Emergency Operations Facility (EOF) personnel in the facility for an Alert, as conditions warrant."; this change is not a commitment to activate the EOF prior to a Site Area Emergency, but to mobilize and place personnel in the facility to assist the TSC and become operational at the Site Area Emergency or earlier, if deemed appropriate by the RM, this change does not decrease the effectiveness of the Emergency Plan.
36. Page 2-24, Table 2-2A, Additional Shift Staffing for all Modes of Operation, changed the Health Physics Technician &om "1" to "1 per unit"; this change clarifies that there is one HP Technician on-shift for each unit, this change does not decrease the effectiveness of the Emergency Plan.
