Reyes Executive Director for Operations United States Nuclear Regulatory Commission Washington, D.C. 20555-0001 RE: Request for initiation of an emergency 10 CFR 2.206 for temporary closure or de-rating of the Vermont Yankee Nuclear Power Station [IVYNPS, Docket 50-271] due to impossibility of emergency evacuations in the wake of recent storm damage to the city of Keene, town of Hinsdale in New Hampshire, and other portions of New Hampshire that are part of existing evacuation routes for VYNPS or within the effluent pathway in an emergency event.

Dear Mr. Reycs:

By this letter I am initiating the above referenced request. If an emergency at VYNPS necessitated use of any or all of the major means of egress under the Vermont and New Hampshire emergency evacuation plans, people living in the storm damaged areas would be trapped, people fleeing from other areas would not be able to safely get to the major evacuation centers. Many persons living in the areas that are within the effluent pathway of VYNPS, which persons are located in areas that received the greatest impact from the storm rains and flooding, would be unable to safely evacuate.
