This letter acknowledges receipt of your letter dated September 14, 2007, which transmitted changes to the DOW TRIGA Research Reactor Emergency Response Plan submitted under the provisions of 10 CFR 50.54(q). You determined that the changes were significant and warranted prior NRC review.

The staff has completed a technical and regulatory review of the proposed Emergency Plan changes and supporting documentation. We have concluded that incorporation of the proposed changes does not decrease the effectiveness of the Dow TRIGA Research Reactor Emergency Plan and the plan, as changed, continues to meet the requirements of Appendix E to 10 CFR Part 50, therefore, NRC prior approval is not required.
The staff has completed a technical and regulatory review of the proposed Emergency Plan changes and supporting documentation. We have concluded that incorporation of the proposed changes does not decrease the effectiveness of the Dow TRIGA Research Reactor Emergency Plan and the plan, as changed, continues to meet the requirements of Appendix E to 10 CFR Part 50, therefore, NRC prior approval is not required.
