REVIEW OF THE DOW TRIGA RESEARCH REACTOR EMERGENCY PLAN (TAC MD6409)
Dear Mr. Rigot:
This letter acknowledges receipt of your letter dated September 14, 2007, which transmitted changes to the DOW TRIGA Research Reactor Emergency Response Plan submitted under the provisions of 10 CFR 50.54(q). You determined that the changes were significant and warranted prior NRC review.
The staff has completed a technical and regulatory review of the proposed Emergency Plan changes and supporting documentation. We have concluded that incorporation of the proposed changes does not decrease the effectiveness of the Dow TRIGA Research Reactor Emergency Plan and the plan, as changed, continues to meet the requirements of Appendix E to 10 CFR Part 50, therefore, NRC prior approval is not required.
The staff reviewed the proposed changes to the Dow TRIGA Research Reactor Emergency Plan and has determined that the Plan is in compliance with the following regulations and guidance:
- ANSI-15.16, Emergency Planning for Research Reactors
- NRC Information Notice 97-34, Deficiencies in Licensee Submittals Regarding Terminology for Radiological Emergency Action Levels in Accordance with the New Part 20 Implementation of these changes will be subject to inspection to confirm that they did not decrease the effectiveness of your emergency plan. In accordance with 10 CFR 2.390 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
