DOW TRIGA RESEARCH REACTOR - NOTICE OF CONSIDERATION OF APPROVAL OF INDIRECT LICENSE TRANSFER AND OPPORTUNITY TO REQUEST A HEARING AND PETITION FOR LEAVE TO INTERVENE (EPID NO. L-2019-LLM-0004)

Dear Dr. OConnor:

Enclosed is a copy of a Notice of Consideration of Approval of Indirect License Transfer and Opportunity to Request a Hearing and Petition for Leave to Intervene related to the application dated November 22, 2019 (Agencywide Documents Access and Management System Accession No. ML19330E244), filed by the Dow Chemical Company (TDCC). Pursuant to Title 10 of the Code of Federal Regulations 50.80, Transfer of licenses, the application seeks U.S.

Nuclear Regulatory Commission approval of the indirect transfer of control of TDCCs interests in the Dow TRIGA Research Reactor (DTRR) Renewed Facility Operating License No. R-108, currently held by TDCC. The indirect transfer resulted from the merger of TDCC with E.I. du Pont De Nemours and Company in August 2017, which established a new parent company, DowDuPont, Inc. Subsequently, in April 2019, Dow, Inc. was formed as a separate company from DowDuPont, Inc. and TDCC became a wholly-owned subsidiary of Dow, Inc.

The notice provides a 20-day opportunity to request a hearing and petition for leave to intervene.
