These Orders required compliance with the specified interim safeguards and security compensatory measures. Virginia Electric and Power Company (Dominion Energy Virginia) initially responded to the October 16, 2002 Order in letters dated November 1, 2002 (Serial Nos. 02-646 and 02-647 for North Anna and Surry Power Stations, respectively). As part of preparations for the arrival of Hurricane Irma, we have assessed our compliance strategy for the Orders and determined that due to presently predicted weather conditions and the concern for security personnel safety, Dominion Energy Virginia may need to temporarily modify our implementation of those interim compensatory measures (ICMs) C.1.b, C.3.a(1), and C.3.d. Alternate security measures will be initiated when possible based on weather limitations and personnel safety concerns. Dominion Energy Virginia specifically requests a one-time temporary modification of the implementation of our response to the identified ICMs. This one-time temporary modification will be used as necessary to address the effects of weather and for a period of time corresponding to abnormally high wind conditions and rain due to the passing of Hurricane Irma. This request is necessary to protect security personnel from hazards associated with the weather conditions during the hurricane. Any suspension of security measures due to this weather-related situation will be reported and documented in accordance with the provisions of 10 CFR 73. 71.
