1.0 INTRODUCTION
By letter dated September 17, 1987, Wolf Creek Nuclear Operating Corporation requested changes to the Administrative Controls Section of the Technical Specification for the Wolf Creek Generating Station, Unit No. 1. Following is a brief description and our evaluation of the requested changes.
2.0 EVALUATION
- 1. Removal of Manager Nuclear Operations Support Position The licensee has revised the corporate organization reporting to the Vice President Nuclear Operations to remove the position of Manager Nuclear Operations Support and distribute the responsibilities of that functional organization among the remaining cperational entities that continue to report to the Vice President Nuclear Operations.
We find that the elimination of the position of the Manager of Nuclear Operations Support acceptable because it does not delete any support i functions currently in place at the Wolf Creek site. The change places these nuclear operations support functions under the management responsibility of the Plant Manager and the Manager Planning and Scheduling who are located on site. This change will promote closer '
managenent oversite for the nuclear operations supp3rt function at the site and is acceptable to the staff.
- 2. Renaming of the Procurement and Materials Management Division This change renames the Procurement and Materials Management Division as the Purchasing and Materials Services Division. The division '
will report to the President and Chief Executive Officer rather than to the Vice President Nuclear Operations.

.' reporting responsibility will enhance the effectiveness of this organization by bringing it under the management oversight of the President and Chief Executive Officer and will also remove a non-operating function from the responsibility of the Vice President Nuclear Operations, thereby permitting him to focus on nuclear operational considerations. This change is acceptable to the staff.
- 3. Elimination of Chaiman and Vice Chaiman of the Board from ~
Organization Chart The Third revision eliminates designation of "Chaiman of the Board" and "Vice Chairman of the Board" from the "Board of Directors" segment of the corporate organization chart. These designations do not repre-sent any functional management requirements but only provide a level of detail that is not necessary. We find this requested change accept-able as it is consistent with the corresponding wording of the Standard Technical Specifications
3.0 ENVIRONMENTAL CONSIDERATION
The amendment relates to changes in recordkeeping, reporting, or administra-tive procedures or requirements. Accordingly, the amendment meets the e,ligibility) 51.22(c)(10. criteria for categorical Pursuant exclusionnoset to 10 CFR 51.22(b), forth in 10 CFR environmental Section impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such o tetivities will be conducted in compliance with the Connission's regulations, and the issuance of the amendment will not be inimical to the conr.on defense and security or to the health and safety of the public.
