ge: Turkey Point Units 3 8 4 Docket No. 50-250 8 50-251 Proposed License Amendment Optimized Fuel Assembly and Wet Annular Burnable Absorber In accordance with 10 CFR 50.90, Florida Power 5 Light Company submits herewith three signed originals and forty copies of a request to A of Facili.ty Operating License DPR-31 and DPR-41.

amend'ppendix This amendment is submitted to support a planned fuel design change from the Westinghouse Low Parasitic 15 x 15 (LOPAR) Fuel Assembly to the Optimized 15 x 15 Optimized Fuel Assembly (OFA) and use of the new Westinghouse Wet Annular Bur nable Absorber (WABA) Rods.

The proposed amendment is described below and shown on the acccmpanying Technical Specification pages. The safety evaluation for the changes is attached .

Pages 3.2-2, B3.2-2 This change permits an increase in the shutdown and control rod drop time.

Page 5.2-1 This change permits the use of WABA rods.

Pages B2.1-1, B2.1-2, B2.3-2, B2.3-3, B3.1-1, B.3.2-3, B.3.2-8 These changes incorporate the design limit DNBR for OFA.

In accordance with 10 CFR 50.91(a)(1), we have determined that this amendment poses no significant hazard. The transition to OFA fuel and WABA rods will not cause any change in the types or increase in the amount of effluents or any change in the authorized power level of the facility, therefore, the

1) Involve a significant i ncrease in the probability or consequences of an accident previously evaluated; or
2) Create the possibility of a new or di fferent kind of accident frcm any accident previously evaluated; or
3) Involve. a significant reduction in a margin of safety.

The proposed amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power 8 Light Company 'Nuclear Review Board.
