If an emergency at VYNPS necessitated use of any or all of the major means of egress under the Vermont and New Hampshire emergency evacuation plans, people living in the storm damaged areas would be trapped, people fleeing from other areas would not be able to safely get to the major evacuation centers. Many persons living in the areas that are within the effluent pathway of VYNPS, which persons are located in areas that received the greatest impact from the storm rains and flooding, would be unable to safely evacuate. | | |
