PURDUE UNIVERSITY - SUPPLEMENTAL INFORMATION NEEDED FOR ACCEPTANCE OF REQUESTED LICENSING ACTION RE: LICENSE AMENDMENT REQUEST FOR MANAGEMENT CHAIN CHANGE

Dear Mr. Townsend:

By letter dated August 28, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17241A031) Purdue Un iversity submitted a license amendment request (LAR) for the Purdue University Research Reactor. The proposed LAR would appoint the Head of the School of Nuclear Engineering as the Level 1 designee, and make changes in the relevant technical specifications (TSs). The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the facility.

Consistent with Section 50.90, "Application for amendment of license, construction permit, or early site permit," of Title 10 of the Code of Federal Regulations (10 CFR), whenever a holder of a license, desires to amend the license, an application for an amendment must be filed with the Commission, as specified in 10 CFR 50.4, "Written communications," fully describing the changes desired, and following as far as applicable, the form prescribed for original applications. Section 50.34, "Contents of applications; technical information," addresses the content of technical information required. Section 50.34(b)(6)(i) stipulates that the application shall include the applicant's organization structure, allocations or responsibilities and authorities, and personnel qualifications requirements. The NRC staff has reviewed your submittal and has concluded that to find your LAR acceptable, the following supplemental information is needed:

1. Provide an explanation on how the position requirements for the Head of the School of Nuclear Engineering ensure that the individual in that position will consistently meet the requirements for the Level 1 designee.
a. Specifically identify if the Head of the School of Nuclear Engineering will have the same responsibilities as the current Level 1 designee, to safeguard the public

and facility personnel from undue radiation exposures and for adhering to all requirements of the operating license and TSs.

b. Specifically identify if the Head of the School of Nuclear Engineering will have the same level of authority as the current Level 1 designee, to commit university resources and take any necessary actions, including personnel actions, in order to maintain the safety and security of the public, personnel, and the facility.
c. Specifically identify how the Level 1 designee is the "individual responsible for the reactor facility's license or charter, e.g., the unit or organizational head," according to the guidance in American Nuclear Standards Institute/American

Nuclear Society (ANSI/ANS) 15.1-2007.

The NRC staff requests that Purdue University pr ovide the supplemental information by 30 days from the date of this letter. This will enable the NRC staff to complete its acceptance review and begin its detailed technical review. If the information responsive to the NRC staff request is not received by that date, the application will not be accepted for review pursuant to 10 CFR 2.101, "Filing of application," and the NRC will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the NRC sta ff's detailed technical review by separate correspondence.
